Description
The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Noldus Information Technology in Leesburg, Virginia to furnish, deliver and install a new Video Tracking, Motion Analysis and Behavior Recognition System, Components and Accessories to the USDA, ARS, NAA, Appalachian Fruit Research Station (AFRS), 45 Wiltshire Road, Kearneysville, West Virginia 25430. The USDA, ARS, NAA, AFRS has determined that the Noldus Information Technology Insect Tracking, Motion Analysis and Behavior Recognition System will enable ARS to monitor and analyze insect behaviors studied in our lab. The system is inclusive of all components, accessories, software: 1) EthoVision Color-Pro 3.0 Video Tracking, Motion Analysis and Behavior Recognition System that includes a maximum number of 16 arenas with a maximum of 16 animals per arena. Includes software, cables and connectors, video digitizer, and a tutorial cd. 2) The Observer Video Pro 5.0 system is used for the collection, analysis, presentation and management of observational data. This system includes the software, reference manual and online help, Roxio VideoWave, MPEG-2 Decoder, Video Hilights module, Report Generator. 3) The Observer Mobile 5.0 - Pocket Observer upgrade. This system includes a Compaq iPAQ 3900 Series Pocket PC with case and Observer Mobile 5.0 software, reference manual. 4) An additional Compaq IPAQ 3900 series Pocket PC (for use as an event recorder), case and software licence. This system also includes one year of Technical Support including unlimited free telephone, e-mail and fax support at no cost. The system and software must be "Year 2000 Compliant" and Section 508 Accessibility Compliant. The Government has determined that Section 508 of the Rehabilitation Act of 1973, as amended, standards 1194.21 through 1194.26 applies to the above system. DELIVERY made within thirty (30) days after receipt of the purchase order, shall be labeled with the purchase order number and made between the hours of 8:00 a.m. to 3:00 p.m., Monday through Friday, excl. Federal holidays. All transportation charges shall be paid by the Contractor in accordance with the F.O.B. Destination, Within Consignee's Premises clause to: USDA, ARS, NAA, AFRS, 45 Wiltshire Road, Kearneysville, West Virginia 25430 and identified with the PO number. Shipping is included in each line item. INSTALLATION AND START-UP - The Contract shall provide pre-installation requirements (if any), within 10 days after receipt of the purchase order. Installation shall be coordinated by the Contractor with the COR at least one (1) week prior to delivery. The Contractor shall perform and complete installation and start-up within two (2) weeks after delivery at no additional cost. TRAINING - The Contractor shall provide a minimum of 1-day on-site training for a maximum of five (5) individuals and include all pertinent training materials. The date and time shall be coordinated by the Contractor with the COR (to be named at time of award) at least 1 week prior to delivery. Training shall be completed within 2 weeks after delivery at no additional cost. DOCUMENTATION - The Contractor shall, upon delivery of the equipment, provide one (1) set each of the operations, repair and maintenance manuals, service instructions, and software operating instructions for each component. 2) Software upgrades shall be provided to the COTR within five (5) workdays after issuance. All documentation shall include the P.O. number. WARRANTY - The Contractor shall provide a one-year, parts and labor warranty on the system and a standard software warranty. The Contractor shall provide a copy of the warranty for each item with their offer. EXTENDED SERVICE AGREEMENTS: The Contractor shall provide a copy and pricing for any available extended warranties. Companies with the demonstrated capability and financial capacity to provide and service such equipment, warranty must submit a written substantive statement outlining the Company's and systems' capabilities, available service agreements to the Contracting Officer within 5 days of publication of this notice. This is not a request for proposal. No solicitation is available.
