- GySgt Mohead, KM, Contracting Officer. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15 and Defense Acquisition Circular 91-13. This action is restricted to small businesses and has a NAICS code of 332813 with a size standard of 500 employees. This solicitation contains (1) CLIN with the intent of awarding a firm-fixed price contract. The Marine Corps Logistics Command, Albany, Georgia, has a requirement for the follo wing item: CLIN 0001: One (1) Integrated Anodizing Process Controller with the following specifications: The control system shall be equipped with an industrial process controller operating at 133 Mhz or faster, DRAM, Flash Disk memory and touch screen monitor. The control system shall interface with the existing power supply, monitor and automatically control the anodizing process via an industrial process controller. Controlled parameters shall include amperage, voltage, ramping, cycle time and process type. At a minimum, the control system shall be capable of reviewing, repeating and storing 50 process strategies. The control system shall automatically produce a printed process verification report at the end of each batch process. The printed report format shall provide for entry and display of data unique to the processor, specific processes and item/s processed. T he printed process verification report shall contain process parameters; actual parameters achieved during the process, product descriptive data, operator ID, work order number and all monitored parameters. The system shall be equipment with bath temperature monitor and ampere-hour meter. The control system shall include a minimum of three programmable alarms. An annunciator with both audible and visual indication shall be provided and installed by the contractor. Process strategy parameters and operational limits shall be assignable and alterable in user-friendly spreadsheet type equipment. Operator access shall be password protected. System setup shall be via a password-protected set up utility. The control system shall provide an interface controller for interfacing with the power supplies used in the anodizing process. Installation shall be turnkey with the contract or providing all the required labor, hardware, software, material process strategy development support and startup effort to achieve a fully functional system. The contractor shall provide a minimum of one and a half days formal operator training and one half day maintenance, troubleshooting and process strategy development training. Contractor shall determine, develop and enter into the control systems industrial process controller process strategies for a minimum of 10 different items. These items will be designated at the time the control system becomes operational and will consist of items that are in process at that time. Acceptance testing shall consist of three successful anodizing operations during which the control system successfully operates the anodizing process within preprogrammed parameters and the anodizing process yields finished products that meet applic able quality specifications. All components used in the control system shall be of current manufacture and readily available on the commercial market. The contractor shall provide all software licenses, one copy of all commercially available software and three copies of all developed software. The contractor will provide expert telephone support for the purposes of solving problems in the anodizing process, developing new processes or trouble shooting the process controller for a minimum period of 24 months. The process control system, its components and installation will meet all applicable code and OSHA requirements in effect at the time of installation. Contractor shall keep work area neat and clean at all times. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, is considered to be the best value to the Government. The following factors shall be used to evaluate offers and determine the best value to the Government: Price, Technical Acceptance and Delivery. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial product, provided such warranty is available at no additional cost to the Government. Offerors responding to this announcement must provide the information contained in 52.212-3, Offeror Representatives and Certifications Commercial Items. The offeror shall also provide its Commercial and Government Entity (CAGE) code, Contractor Established code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register to be eligible for award. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award. Written, facsimile, or emailed quotes and t he above required information must be received at this office on or before 12 September 2003, at 4:30 PM Eastern Standard Time. All responsible sources may submit a quote that will be considered by the Marine Corps Logistics Command, Albany, Georgia, Contracting Department.
