NA DESCRIPTION: This is a combined synopsis/solicitation for commercial pipe fittings and materials for Irrigation Pipeline Systems prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quote being requested. Solicitation No. 20181-3-Q018 is issued as a Request for Quote (RFQ) and will be awarded as a Purchase Order using simplified acquisition procedures. This acquisition is 100% set-aside for small business. The NAICS Code number is 221310. The small business size is 500. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. BACKGROUND: The U.S. Fish and Wildlife Service, Bosque del Apache National Wildlife Refuge, 1001 Highway 1, San Antonio, New Mexico 87832, require pipe fittings and materials for Irrigation Pipeline System. The solicitation is limited for fittings and materials ONLY for the SDR51 Pipeline system already received and stored at the refuge awaiting funds to complete the project with compatible related supplies with available service from authorized dealers to protect warranty of existing pipeline system. GENERAL DESCRIPTION: Pipe fittings and materials for SDR51 Pipeline System, or equal. Item 1. 67 each, PVC Pipe Tee 24 inch for SDR51 Pipe, 80 PSI, Model G-24", S-15" SW, 24 inch belled end with gasket on one end with 24 inch spigot end on other end with a 15 inch solvent weld bell for a side tap; Item 2. 78 each,15 inch Overflow Valve with Bands (NOT alfalfa); Item 3. 4 each, 4 inch Air Vent, Model AV150; Item 4. 4 gallons, Glue PVC, Super Slow Set, United Elchem Model 1824, or equal for use on SDR51 PVC Pipe; Item 5. 30 gallons, Primer PVC for use on SDR51 PVC Pipe. Total price must include FOB Destination which will include off-loading of heavy materials being delivered to the Bosque del Apache National Wildlife Refuge located at 1001 Highway 1, San Antonio, NM 87832. A manufacturer warranty is required on the fittings and materials. Parts and service must be available within 90 miles of Bosque del Apache National Wildlife Refuge. Any discounts should be listed on your quote. Delivery must be made on weekdays excluding federal holidays, between 8:00 a.m. and 2:00 p.m. local time. The provision at FAR 52.212-01, Instructions to Offerors-Commercial Items, 52.212-02, Evaluation Commercial Items, are applicable to this acquisition, FAR 52.212-03 Offeror Representations and Certifications - Commercial Items, the Clause at FAR 52.212-04, Contract Terms And Conditions-Commercial Items, and the Clause at FAR 52.212-05, Contract Terms and Conditions required to Implement Statues or Executive Orders-Commercial Items, FAR 52.232-34 Payment by Electronic Funds Transfer - Other Than Central Contractor Registration, FAR 52.232-35, Designation of Office for Government Receipt of Electronic Funds Transfer Information, DIAR 1452.210-70 Brand Name or Equal, and R2-036 Questionnaire of Bidder's Responsibility apply to this acquisition. Evaluation of Commercial Items: the Government will award to the responsible offeror who conforms to the solicitation and is considered most advantageous to the Government, based on 1. Technical capability of the item offered to meet the Government requirement; 2. Past performance; 3. Price; and 4. Warranty. Vendors wishing to respond to this combined synopsis/RFQ should provide this office with the following: price quote less discounts with correct remittance address, and a completed copy of FAR Clause 52.212-03, Offeror Representations and Certifications-Commercial Items. The Offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers.
