Description
NASA/MSFC has a requirement for the following upgrades to existing equipment: (1) processor upgrade to an Aero-90 Load Control System and an Aero-90 Laboratory Test Controller (LTC); (2) test station upgrade of Digital Structural Servo-Control (DSSC) signal condition unit; and, (3) maintenance, enhancement and support agreement for the Aero-90 and Aero-90LTC Load Control Systems. NASA/MSFC intends to purchase the items from MTS Systems Corporation, 14000 Technology Drive, Eden Prairie, MN, 55344, pursuant to FAR 6.302-1 which implements the authority for 10 U.S.C. 2304(c)(1) for acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements. All of the associated hardware and software is proprietary and supplied only by MTS Systems Corp. Reliable operation of the load control systems and compatibility of existing hardward is critical to the support of static structural testing at MSFC. Procurement of comparable replacement load control systems from other sources would entail a complete redevelopment and/or redesign of the existing load control systems and would cause major delays in current schedules for ongoing static structual tests. MTS Systems Corp. is the only supplier that can provide the upgrades, maintenance and support of the existing load control systems. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 23, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
