Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is DEA-03-AA-0034(mjs) and is being issued as a Request for Proposal (RFP). The NAICS number is 541512, “Computer Systems Design Services.” Competition is limited to small business and the size limitation is $21.0 Million. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14(b). The provision, FAR 52.212-1, Instructions to Offerors – Commercial Items (9/99), applies to this acquisition. Offers will be evaluated and awarded based on “best value” and evaluation factors include technical compliance, price and warranty. Provision FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (2/00), must be completed and returned with the offer. The following three clauses are included: FAR 52.212-4, Contract Terms and Conditions – Commercial Items (3/99); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (2/00); and 52.252-2, Clauses Incorporated by Reference (2/98), [The full text of a provision or a clause may be accessed electronically at www.arnet.gov/far]. Offers are due September 16, 2003, at no later than 3:00 Central Time, at the following addresses: two copies to Drug Enforcement Administration, Office of Aviation Operations, Attn: Linda Ray, 2300 Horizon Drive, Fort Worth, TX 76177-5300; and one copy to the Drug Enforcement Administration, Office of Acquisition Management, Attn: Mary Jean Skinner (FAC), 2401 Jefferson Davis Highway, Alexandria, VA 22301. An award is anticipated by September 23, 2002, with delivery of the items not later than 90 days after award. Delivery terms will be defined at the time of award. A description of the requirement follows. GENERAL REQUIREMENT: Background: The Drug Enforcement Administration (DEA), Office of Aviation (OA), located in Fort Worth, Texas, seeks to upgrade its network communication closet hardware. There are two (2) communication closets, encompassing two separate Ethernet networks, connecting the east and west ends of the building. Network One communicates via a SynOptics Lattisnet Model 3000 Concentrator (chassis) with seven 12 port 10BaseT blades in each closet. The chassis are connected via a MAU\Fiber transceiver unit. Network Two uses one 24 port switch in each closet. Connection is via a crossover cable. The patch panels are wall mounted with no provision for wire management. The concentrator is also wall mounted approximately one foot from the patch panel. Clients: Windows operating systems (Win 95 thru Win XP Pro). Protocol - TCP\IP. Scope - The contractor shall provide all management, personnel, equipment, tools, materials, supervision, transportation, training, and other items/services necessary to deliver, install, test, configure, and certify a complete CISCO SOLUTION USING CISCO CATALYST SWITCHES. Switches shall be configured for optimum performance and security using all appropriate protocols necessary for client communications (TCP\IP) as well as provide for network management and monitoring (SNMP, RMON, CDP, etc.). The solution shall address management of the hardware, redundancy, and any additional maintenance required above and beyond the hardware manufacture’s standard warranty. The work must be performed and completed between the hours of 1800 Friday through 0600 Monday. Task/Deliverables: (1) The contractor shall remove and replace data cabling from current patch panel onto new CAT5E patch panel. (re-termination, labeling, and certification required) and rack mount new patch panel onto new racks. Racks shall be mounted to the floor and stabilized. Cleanly dress cables using wire management. All hardware shall be rack mounted. CLOSET ONE: 216 ports required (Patch Panel), 168 ports terminated. Suitable Uninterruptible Power Supply. NETWORK 1. - 83 Ports in-use, 10/100 switches stacked via GBIC module. Connect to closet 2. NETWORK 2. - 48 Ports, 10\100 Switch. Connect to closet 2. CLOSET TWO: 240 ports required (Patch Panel), 222 ports terminated. Suitable Uninterruptible Power Supply. NETWORK 1. - 86 Ports in-use, switches stacked via GBIC module. 24 ports must be 10\100\1000. NETWORK 2. - 48 Ports. There is sufficient amount of cabling and space in both closets to accommodate the rack. (2) The contractor shall coordinate with Anthony Walker at 817 837-2038 to schedule installations times and to access the installation areas. Contractor personnel will be escorted while on site. (3) The contractor shall test the components installed and demonstrate to the Government their complete functionality. (4) The contractor shall clean the facilities removing all debris left by the contractor. (5) The contractor shall provide all materials essential to making the system operational. In addition to installed components, the contractor shall provide operating manuals, installation manuals, drawings, wiring diagrams, source code, and any other pertinent documentation relative to system installation and operation. (6) The contractor shall provide training to DEA personnel. Date of training will be determined by the COTR. In addition, the contractor shall provide technical and installation consultation support as required to bring the network system to a fully functional condition. (7) Warranty: The contractor shall guarantee all contractor provided equipment and installation workmanship for a period of one year from the date of acceptance. The contractor shall repair, replace and correct defects occurring during the warranty period without cost, including labor, to the Government. This one year warranty shall be in addition to any other warranties, which may result from standard commercial warranties available from the manufacturers. (8) Any travel required shall be quoted in accordance with the Federal Travel Regulations (FTR), which can be found at www.gsa.gov. Any travel expenses associated with installation or training support shall not exceed $2,500.00.
