Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Cancer Prevention Studies Branch (CPSB) plans to procure supplies and services for Extraction of DNA, quantitation and aliquoting from BioServe Biotechnologies, 1050 West Street, Laurel, Maryland 20707. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized in FAR Part 13. The North American Industry Classification System Code is 541990 and the business size standard is $6M. CPSB conducted the Cytology Sampling Study 2 (CSS2), a large, population-based screening study in Linxian, China, which enrolled approximately 750 subjects. During this study, subjects underwent balloon cytology screening, exams, provided a number of biological samples and then underwent endoscopy with biopsy so that the worst histologic diagnosis could be determined for each subject. As a result, valuable biologic samples that can be used in the testing of molecular markers that can be developed into a primary screening tools for esophageal cancer were produced. The purpose of this procurement is to obtain DNA from specially frozen cytology cells from the CSS2 study. This service will aid the CPSB in the development of screening assays for esophageal cancer. BioServe Biotechnologies has previously provided DNA extraction services for sensitive samples that had been corrupted during acquisition in the field and these samples required special handling. DNA was successfully extracted from these samples and has been put to use in a number of subsequent studies. The current study uses cells collected under unusual conditions and are from a large, complex, field study that required extensive planning, and a large labor commitment. These samples are very precious and could not be recollected. Therefore, we require the services of a contractor with previously demonstrated capacity to handle delicate samples and produce DNA of good quality. BioServe Biotechnologies is the only source known to the NCI that can provide the aforementioned service above. This is not a notice for competitive quotations. However, if any interested party believes it can meet the above requirements it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements. Capability statements must be received in the contracting office by 1:00 PM, EST (local Washington, D.C. time) on September 22, 2003.
