- Mobile On-site Storage Containers (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted) on RFQ reference number F1REHS32270400. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. (iv) This procurement is set aside 100% for small business. The North American Industry Classification System (NAICS) code is 493110 with a small business size standard of $21.5M. (v) This combined synopsis/solicitation is for the following commercial item: Line Item 0001: 6 each mobile on-site storage containers 8’x 8.5’x 40’ with tan latex paint (ONE OR TWO CARGO DOORS) Line Item 0002: 15 each mobile on-site storage containers 8’x 8.5’x 20’ with tan latex paint. (ONE OR TWO CARGO DOORS) MARINE GRADE PAINT MAY BE USED IN LIEU OF LATEX PAINT. (vi) Containers will be used (TEN YEARS OR NEWER), but in good condition, approximately ten years in age, and in good working order. The 20 foot steel storage container with cargo door on one end will have an outside dimension of 8 ft x 8.5 ft x 20 ft (MAY HAVE TWO DOORS). The containers are fabricated out of 14 gauge steel. Container frames are made of minimal 6-8 gauge steel. Containers have approximately 1” hard wood floors (19 PLY MARINE GRADE PLYWOOD IS ACCEPTABLE), which are treated. The containers will be painted with tan latex paint. The containers must be able to be used for on-site storage, interstate transport or international transport, to include travel by sea or ocean. The 40 foot steel storage container with one cargo door will have an outside dimension of 8 ft x 8.5 ft x 40 ft(MAY HAVE TWO DOORS). The containers are fabricated out of 14 gauge steel. Container frames are made of minimal 6-8 gauge steel. Containers have approximately 1” hard wood floors (19 PLY MARINE GRADE PLYWOOD IS ACCEPTABLE) , which are treated. The containers will be painted with tan latex paint. The containers must be able to be used for on-site storage, interstate transport or international transport, to include travel by sea or ocean. (vii) Estimated delivery time from award of purchase order is 45 days FOB destination. 819th RED HORSE will unload the items once they have been delivered to Malmstrom AFB MT. Arrangements must be made prior to arrival, to ensure 819th RED HORSE personnel are available to accept delivery and unload the containers. (viii) The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-2, Instructions to Offerors – Commercial Items. (ix) Quotes will be evaluated using the lowest price, technically acceptable method. (x) In accordance with the provision at FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, offerors must include a completed copy of this provision with their offer. This provision, as well as all of the clauses and provisions, can be found at the following Federal Acquisition Regulation (FAR) website: http://farsite.hill.af.mil/ (xi) The clause at FAR 52.212-4, Contract Terms and Conditions –Commercial Items, applies to this solicitation. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items (MAY 2002 DEVIATION) applies to this combined synopsis/solicitation. Specifically, the following clauses cited are applicable: 52.203-3, Gratuities; 52-219-8, Utilization of Small Business Concerns (Oct 2000); FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans; FAR 52.222-36, Affirmative Action for Workers with Disabilities; 52.247-64, Preference for Privately Owned U.S.-Flag Commercial Vessels. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable: DFARS 252.225-7001, Buy American Act and Balance of Payment Program; 252.204-7004, Required Central Contractor Registration; 252.225-7012, Preference for Certain Domestic Commodities; 252.225-7014, Preference for Domestic Specialty Metals; 252.247-7023, Transportation of Supplies by Sea; 252.225-7016, Restriction on Acquisition of Ball and Roller Bearings, Alternate 1; 252.225-7036, Buy America Act—North American Free Trade Agreement Implementation Act—Balance of Payments Program; 252.232-7003, Electronic Submission of Payment Requests; 252.243-7002, Certification of Requests for Equitable Adjustment. Also, the clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act, applies to this solicitation. (xiii) All firms or individuals responding must be registered with the Central Contractor Registration (CCR), http://www.ccr.gov/. The Government reserves the right to award on a multiple award or an all or none basis. (xvi) All quotes and offeror representations and certifications must be mailed and received in the 341st Contracting Squadron no later than 1200 noon Mountain Standard Time, Thursday, 11 September 2003.
