Description
NA 1. SUBJECT. Firm Fixed Price Contract for: Adaptive Management Plan for the Columbia River Channel Improvement Project. 2. CONTRACT INFORMATION. The U.S. Army Corps of Engineers (USACE), Portland District, proposes to contract for an Adaptive Management Plan for the Columbia River Channel Improvement Project. This synopsis is intended to result in a Firm Fixed Price Con tract sole source to the Cadmus Group, Inc. The estimated award date of this contract is October 2003. To be eligible for award a firm must be registered with the Department of Defense’s (DoD) Central Contractor Registration (CCR) database. Register at the CCR Internet site http://www.ccr.gov/index.cfm or by contacting the DoD Electronic Commerce Info. Center at; 1-800-334-3414. 3. BACKGROUND INFORMATION. . The following tasks were developed to be consistent with goals and objectives outlined in the Final Supplemental Integrated Feasibility Report and Environmental Impact Statement (USACOE 2003), as well as requirements specifie d as terms and conditions in the NMFS Biological Opinion (NMFS 2002). The “Corps” refers to technical and management personnel in the Portland District or other Corps districts identified by the Portland District. The “Services” refe r to the National Marine Fisheries Service and the U.S. Fish and Wildlife Service. “Project” identifies the Columbia River Channel Improvement Project. 4. GENERAL REQUIREMENT. Familiarity and previous direct participation in the varied and complex environmental, technical and management issues associated with the Channel Improvement Project is required. Review the existing conceptual models that describ e the relationship between estuarine condition and salmon population structure and resilience (e.g., Table S6-1, USACOE 2003). The review will focus on the relevance and potential application of the conceptual models to designing a framework for adaptive e nvironmental management (AEM). The contractor will review and evaluate the content of the Final Supplemental Integrated Feasibility Report and Environmental Impact Statement (USACOE 2003) for contents directly applicable to the design of a framework for P roject AEM. Meetings with representatives of the Services and other stakeholders will discuss and identify mutual issues and concerns in the development of an AEM process for the Project. Based on review and evaluation of existing data and information de scribing the Channel Improvement Project, collaborate with the Corps to development an initial AEM framework. The contractor will collaborate with the Corps and the Services to identify key uncertainties associated with the assessment of potential ecologi cal risks associated with the Channel Improvement Project. Data and the results of monitoring will be used to characterize the identified uncertainties. The AEM framework will explicitly address the implications of these uncertainties on estimating risks , evaluating management alternatives, and implementing the AEM process. The contractor will work with the Corps and the Services to review and evaluate the goals and objectives of the AEM process developed for the Channel Improvement Project. The review and evaluation will focus on the effectiveness and likely success of the proposed management and restoration actions in establishing and maintaining estuarine conditions conducive to desired salmon population structure and resilience. The contractor will c ollaborate with the Corps, the Services and the Adaptive Management Team to define the linkages between the results of the monitoring program to the decision-making process in relation to the proposed framework for the Project AEM. The contractor will wor k with the AEM to ensure that the decision-making process is consistent with the principles of AEM (e.g., 65 FR 35242). 5. SELECTION CRITERIA. The U.S. Army Corps of Engineers, Portland, Oregon intends to award this contract under the sole source provisions of FAR 6.302-1 to the Cadmus Group, Inc. 6. SUBMISSION REQUIREMENTS. Interested firms having the capability to perform this work must submit three copies each of SF 254 (11/92 Edition) and SF 255 (11/92 Edition) for the prime firm and all consultants to: USACE Portland District, 333 SW First Av enue, Portland, Oregon 97204-3495, Attn: CENWP-CT-C, David Ebner, not later than the close of business (4:00 p.m. PDT) September 23, 2003. Include the firm’s ACASS number in SF 255, Block 3b. Request for verbal presentation of qualifications will not be permitted. This is not a request for proposal.
