Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quotation (RFQ) #0032148 is assigned and shall be referenced on any quotations. This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAIC) Code for this acquisition is 33411. The size standard for the NAICS code is 500 employees. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate on a sole-source basis with GrafixGear, 8 West Glen Avenue, Ridgewood, New Jersey 07450 for the purchase of a commercially available Digital Imaging Site Survey and Analysis System At a minimum the system must: Photographic Imaging Requirement l. Images produced must be digital and support current popular file formats such as but not only TIFF and RAW, use standard ICC color management profiles. The image file size must be adjustable by software design, lens selection and without the use of stitching software to join multiple frames and still produce a cylindrical image. 2. Have dynamic range no less than 12 f/stops or a minimal acceptable lighting ratio of (4112 to 1) and has a color pixel depth of at least 16 bit per channel. The vertical resolution of the recording chip must be no smaller then five thousand pixel. 3. Be portable, easily transportable and quick to set up. The camera must be able to work off standard laptops that are supplied by the Bureau. 4. The camera must work off standard AC but also have a battery that can be interchangeable in the field. 5. The camera must have interchangeable lenses that will work with the existing lenses. 6. A wide angle lens that is used for photogrametric measurements must be calibrated to reduce typical aberrations found in today’s wide angle lenses provided accurate photogrametric information. 7. Provide a full spherical image, that is an adjustable horizontal 360-degree view with also an adjustable vertical view of 180 degrees. This field of view can be adjustable by either lens selection or software adjustment. 8. The software interface must work a standard operating system, that is, Microsoft Window’s. 9. The software or camera controls must follow current photographic standards for control, such as adjustments by time, exposure, file size, white balances, histogram for exposure determinations, gamma review. 10. The camera which is being used to take photogrametric measurements must have a leveling mechanisms which can level the camera to produce perspectively corrected images. This leveling must have accuracy no greater then one degree. The camera sensitivity must be adjustable starting from 200 ISO and higher. Photogrametric Site Survey Requirements 12. The software must be able to abstract trigonometric measurements from the image data produced at the scene for forensic evaluation at a later date. 13. The software must be able to correct for exposure adjustments that is normal when photographing a scene from multiple advantage points for stereoscopic imaging. 14. An accurate calibrated tripod must be provided to work with the photogrametric measurement software to produce the stereoscopic images needed to make the trigonometric measurements. Graphic and Organizational Interface 15. A method to validate the digital images to their authenticity. 16. Supports for bitmap file formats such as, BMP, TIFF, JPEG, QuickTime, PNG, PICT and also video clips, sequence digital photographs, sound, and narrative notes. 17. The interface must be able to work in a stand alone version, but with the future growth of the program, the possibility of adapting the system to multi users will become important. 19. Information that is added or edited within the program must have a paper trail, a method that is nondestructive in nature and provides indication on all actions of the user. 20. The information also must have access in a categorized method for easy retrieval. 21. Two days training and Installation of equipment is requested. The proposed contract is for hardware and training for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and will result in a Firm Fixed Price contract beginning upon the date of acceptance by selected offeror. Interested parties must identify their capability and response to this requirement and submit a quote in order to be considered. FOB Destination is FBI Academy, Quantico, VA. This is not a request for competitive quotes. However, all compliant quotes received within (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received from other than the requested party will be considered solely for the purpose of determining whether to conduct a competitive procurement. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1 Instructions of Offerors – Commercial Items (Oct 2000); FAR 52.212-2 Evaluation – Commercial Terms (Jan 1999); FAR 52.212.3- Offeror Representations and Certifications – Commercial Items (Jul 2002); FAR 52.214-4 Contract Terms and Conditions – Commercial Items (Feb 2002); FAR 52.212-5 Facsimile Proposals (Oct 1997). All quotes shall be clearly marked with RFQ #133018 and shall be submitted to Aretha Terry, Contract Specialist, at the address mentioned above and all parties are hereby notified that due to security issues, only faxed and e-mail offers will be considered. Quotes can be faxed to (703) 632-6427 or e-mailed to aterry@fbiacademy.edu. And those not received by the designated time and date will not be accepted. Award is anticipated within one (1) week after closing. Telephone request will not be honored.
