Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quotation (RFQ) #0032308 is assigned and shall be referenced on any quotations. This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAIC) Code for this acquisition is 33411. The size standard for the NAICS code is 500 employees. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate on a sole-source basis with Curious Software Company LTD, 1118 Paseo Barranca, Santa Fe, New Mexico 87501 for the purchase of a commercially available software. At a minimum the software must: (1) Be compatible and available for both the Mac OS and Windows platforms, needed for work shared between platforms and digital presentations/graphics prepared for both platforms; (2) Must be able to create map stills and animated maps; (3) Create QuickTime format animations, which can be played on multiple platforms; (4) Must have total control over land and sea colors and textures, street and road styles, labels, fonts, place markers, etc.; (5) Accurate relief texturing and lighting, genuine relief data for the whole world from the US Geological Survey; (6) Individual texture mapping region-by-region; (7)Highly detailed vector data for countries, regions, states, counties, towns, lakes, rivers, rail, and major roads; (8) Must be able to import local street data and detailed local terrain data; (9) Must come with street level data for the entire U.S.; (10) Unlimited overlaying of animated text, shapes, images and video (raster and vector layering); (11) 3D Export compatible with existing software in include Maya, 3D Studio Max, and LightWave; and (12) Broadcast quality – for television, presentation or Web, compatible with broadcast quality created in Maya which is currently being used for NT workstations and UNIX workstations. The proposed contract is for software for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and will result in a Firm Fixed Price contract beginning upon the date of acceptance by selected offeror. Interested parties must identify their capability and response to this requirement and submit a quote in order to be considered. FOB Destination is FBI Academy, Quantico, VA. This is not a request for competitive quotes. However, all compliant quotes received within (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received from other than the requested party will be considered solely for the purpose of determining whether to conduct a competitive procurement. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1 Instructions of Offerors – Commercial Items (Oct 2000); FAR 52.212-2 Evaluation – Commercial Terms (Jan 1999); FAR 52.212.3- Offeror Representations and Certifications – Commercial Items (Jul 2002); FAR 52.214-4 Contract Terms and Conditions – Commercial Items (Feb 2002); FAR 52.212-5 Facsimile Proposals (Oct 1997). All quotes shall be clearly marked with RFQ #0032308 and shall be submitted to Aretha Terry, Contract Specialist, at the address mentioned above and all parties are hereby notified that due to security issues, only faxed and e-mail offers will be considered. Quotes can be faxed to (703) 632-6427 or e-mailed to aterry@fbiacademy.edu. And those not received by the designated time and date will not be accepted. Award is anticipated within one (1) week after closing. Telephone request will not be honored.
