- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quotation (RFQ) #133018 is assigned and shall be referenced on any quotations. This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAIC) Code for this acquisition is 33411. The size standard for the NAICS code is 500 employees. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate on a sole-source basis with Marine Sonic Technology, LTD., 5508 George Washington Memorial Hwy., White Marsh, VA 23183 for the purchase of a commercially available Centurion Splash Proof Sea Scan PC System. At a minimum the system must: (1) Be compact in size and weight of the controlling computer; (2) USB compatible (3) A minimum of a 300 MHz processor with a 20 gigabyte hard drive; (4) waterproof mouse and key board; (5) daylight readable, color, flat screen display; (6) splash proof carry case and connecters; (7) fully compatible with previous Marine Sonic equipment and cables; (8) External CD R/W drive; (9) Self contained and fully integrated GPS system (10) 600 kHz towfish; (11) 900 kHz towfish; (12) variable angle tow bracket; (13) 30 and 100 meter tow cables; (14) cable weights (15) shipping containers (16) tool kit; and (17) factory training (24/7 tech support and operating manuals. The proposed contract is for hardware and training for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and will result in a Firm Fixed Price contract beginning upon the date of acceptance by selected offeror. Interested parties must identify their capability and response to this requirement and submit a quote in order to be considered. FOB Destination is FBI Academy, Quantico, VA. This is not a request for competitive quotes. However, all compliant quotes received within (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received from other than the requested party will be considered solely for the purpose of determining whether to conduct a competitive procurement. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1 Instructions of Offerors – Commercial Items (Oct 2000); FAR 52.212-2 Evaluation – Commercial Terms (Jan 1999); FAR 52.212.3- Offeror Representations and Certifications – Commercial Items (Jul 2002); FAR 52.214-4 Contract Terms and Conditions – Commercial Items (Feb 2002); FAR 52.212-5 Facsimile Proposals (Oct 1997). All quotes shall be clearly marked with RFQ #133018 and shall be submitted to Aretha Terry, Contract Specialist, at the address mentioned above and all parties are hereby notified that due to security issues, only faxed and e-mail offers will be considered. Quotes can be faxed to (703) 632-6427 or e-mailed to aterry@fbiacademy.edu. And those not received by the designated time and date will not be accepted. Award is anticipated within one (1) week after closing. Telephone request will not be honored.
