Description

The 436th Contracting Squadron at Dover AFB Delaware intends to award a purchase order for the purchase of 100,000 feet of 3 inch, 3 cell, Maxcell cloth duct for fiber optic cable. The 436 Contracting Squadron intends to award a purchase order by other than full and open competiton in accordance with Subpart 6.2. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. ALL, SOME, OR NONE OF multi-cell cloth duct may be purchased. 52.232-18, Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (End of Clause) This a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is F07603-03-Q-0042 and is issued as a Request for Quotation (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2001-15 and Defense Acquisition Circular 20030722. Contractor must make offers based on FOB destination to Dover AFB DE, 19902. The following provisions and clauses can be viewed through Internet access at the Air Force FAR Site, http://farsite.hill.af.mil. In Accordance with FAR 52.252-1 (FEB 1998) and FAR 52.252-2 (FEB 1998), the following provisions and clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors, Commercial Items (Oct 2000); OFFERORS MUST INCLUDE WITH THEIR QUOTE A COMPLETED COPY OF THE PROVISION AT 52.212-3 with its Alternate I, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS (JUN 2002) AND DFARS 252.212-7000 OFFEROR REPRESENTATIONS AND CERTIFICATION, COMMERCIAL ITEMS (NOV 1995) WITH THEIR QUOTE. FAR 52.212-4 Contract Terms and Conditions-Commercial Items (FEB 2002); it is tailored as follows: subparagraph c is changed to read: "Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes such as changes in paying office, appropriations data, etc. which may be changed unilaterally by the Government."
