Description
Contractor shall furnish all labor, tools, equipment, and materials for the improvements to the sandblast and paint building 9 at U.S. Coast Guard Station, ISC Miami. The work includes the provision of a new wet pipe fire protection system to serve the existing paint spray booth. The work also includes related structural and electrical work. THIS IS A BEST VALUE SOLICITATION AWARD CRITERIA. This project is solicited as, and will be awarded on, the basis of Best Value. The primary factors to be used in the quotation evaluation process include past performance, the submitted project schedule plan proposed to complete the Work represented by this quoted price. The following weighted values are placed on these factors for evaluation purposes: Past Performance (40), Project Schedule (35), and Quote Price (25). Evaluation of the Contractor through past performance is defined as the number and complexity of successfully completed jobs similar to the Work represented by this project. For this project, this includes work completed in a security sensitive setting. Specifically, work requiring the retrofitting of new fire sprinkler heads into an existing and functioning paint spray booth with minimum paint booth downtime coordinating the Work with the specified operating schedule of the Shops Administrator. Evaluation of the Contractor through his submitted project schedule is defined as the completeness and level of detail proposed in completing the Work including the duration and scheduling of required Paint Booth downtime. Include the foreman?s experience managing jobs of similar complexity, experience of the surface preparation/coating application subcontractor, type of workforce to be used in completing the work (in-house labor, outside subcontractors, etc.) with approximate dollar value percentage to be completed by each, and identify proposed manufacturers of materials to be used. Quoters are encouraged to provide additional information on qualifications of personnel and description of resources that will be available for use on this project as a means to additionally evaluate the prospective contractor quoter. Evaluation of the Contractor through his quoted price is defined as the completeness and level of detail submitted in the quoted price and applicable forms. Prospective quoters are advised that an award may be made without discussion or any contact concerning the proposal received. Interested quoters shall submit a list of projects completed within the past 5 years along with a list of current projects. The itemized list shall include the following: 1. Project owners including name, address, and contact Project name and location. 2. telephone number. 3. Brief narrative of the listed project including description of work completed by quoter. 4. Cost of the listed project?s work performed by the quoter. 5. Project completion date. Prepare the list of projects on 8 1/2? x 11? standard paper and submit as part of the quoted proposal. Include drawings and photographs of the listed projects to assist in evaluating the prospective contractor quoter. The evaluation shall consider the prospective contractor quoter?s response to each of the evaluation factors as well as the contracting officer?s knowledge of any previous experience with the services being purchased. The estimated price range is between $25,000 and $100,000. The anticipated award date is October 1, 2003. This solicitation is a Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 238220, with a size standard of $12 M.
