Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This requirement must be available as a commercial service; not solely for the purpose of this procurement. The solicitation #ND155 is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-15. The NAICS Code for this acquisition is 712130 and small business standard is $6.0 million. This solicitation is reserved for small business set- aside. The proposed contract will include the following Statement of Work: The U.S. National Arboretum (USNA) requests quotations for a charette workshop that shall result in a detailed statement of work and cost estimate for an interpretive master plan (IMP) for the Arboretum's 446 acre campus in Washington, DC, that fits within the Arboretum's budget for this plan. The purpose of the IMP is to establish mission-based themes, concepts, and messages to create an educational framework for the visitor experience within the context of the Arboretum's Master Plan (2000), Signage Master Plan (1994), and Strategic Plan (2003). The charette workshop shall take place at the Arboretum in Washington, DC, over a multi-day period. The Contractor shall perform the following: A) Information Gathering: 1) Project Team and Team Leader listen to Customer Representatives and Project Management describe the project, focusing on the following: a) Interpretive Concept Program Identifies major interpretive themes. Includes review of the Signage Master Plan and incorporates goals from the Strategic Plan. b) Interpretive Site Program Identifies major locations where interpretation will take place. Includes review of the Master Plan. c) Interpretive Product Program Documents the physical needs of the IMP (including, but not limited to, need for interpretive and orientation nodes, interpretive trails, interpretive signs). d) Accessibility Program Identifies goals for accessibility, both physically and through interpretive products. 2) The result of the information gathering shall be a roughly outlined statement of work that identifies how a detailed interpretive master plan will be created from the identified needs of the project. B)Charette Workshop 1) The Contractor shall provide all services necessary to develop a complete and comprehensive pre-design charette for the project. The charette process defines the scope of work and budget parameters in the pre-design phase. It accelerates the act of concept design. 2) The Contractor develops and facilitates an on-site workshop (normally between 2-3 days) for participants including U.S. National Arboretum staff and stakeholders, interpretive specialist, contracting officer, etc. The group will brainstorm ideas (concepts) 3) After the working session, the Contractor will provide a written draft Statement of Work and detailed cost estimate, which reflects the findings and determinations gathered from the charette process, and completely represents the design concept. C) Cost Estimate The Project Team shall provide a detailed cost estimate for the project (the statement of work). The cost estimate shall be divided into phases, in case full funding is not available. The phases shall be identified during the charette workshop. D) Cost Reconciliation The project statement of work shall be modified to reflect the budget to achieve a realistic (affordable) and complete product. E) Statement of Work The Project Team submits the statement of work to the full team for feedback. The statement shall include the following: 1) Identify key players and qualifications of the IMP team. 2) Identify number and length of meetings. 3 )Identify phases (separate tasks the IMP team can perform/complete, in case of incremental funding). 4) Outline of the process, identifying specific products for each phase (e.g., detailed outline of themes, goals and objectives; list of interpretive products; list of collections and gardens where interpretation will take place). 5) Quality and nature of final product (e.g., spiral bound narrative; number of colored renderings). 6) Cost estimates for time and products by identified phases. After review of the statement of work, agreement is reached for any changes to the statement of work. F) Final Statement of Work and Cost Estimate A detailed written statement of work and cost estimate shall be delivered as an unbound hard copy (three copies) and as an electronic PDF file. INSTRUCTIONS FOR SUBMITTING A QUOTATION Quotations shall be evaluated based on the composition of the Project Team (50%), the outline for the charette process (25%), and price (25%). Submit the following for evaluation: Factor 1: Project Team In addition to the Customer Representatives (USNA staff and stakeholders) and Project Management (USNA interpretive specialist and contracting officer) selected by the Government, the Contractor shall propose and identify a Team Leader (facilitator familiar with the charette process [may be a member of the Project Team]) and a Project Team (member[s] shall have demonstrated experience in landscape architecture, interpretation, and accessibility), attaching resumes for all. Factor 2: Charette Process The Contractor shall detail how the charette process will work by providing a daily agenda specifying goals, the number of drafts to be submitted for review (minimum of two drafts, mid-way and near completion), and a time line to complete the charette workshop and draft(s) and final Statement of Work/Cost Estimate. The time line shall be stated in calendar days and include Government review periods for draft submissions (generally 14-21 calendar days). Factor 3: Price Information Gathering, Charette Workshop, and 1 job $___________ Detailed Statement of Work with Cost Estimate Contractors are advised to submit questions in writing concerning this RFQ not later than start of business Monday, September 17, 2003 at 8.00a.m. Questions submitted later than that date and time may not be answered. Any interested/qualified sources who believe they can provide the requirement shall reply by 2:30 p.m. on September 19, 2003. Faxed offers are acceptable to Nicole Davis @202-447-2811 . All offers will be evaluated in order to determine the ability to meet the above stated criteria (evaluation factors). Offerors shall address each criteria in their offers and shall include specifications, literature, brochures, and other such information corresponding to each element required which demonstrates the capabilities of the offeror. Offerors shall identify where the offered item meets or does not meet each of the Government's minimum specifications. Each offeror shall furnish past performance information ? three customer references within the last three years for the same or similar items including contract numbers, points of contact, address, and telephone number. Each response must reference the CBD title and solicitation number. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. Anticipated award date is Sept 23, 2003. The following FAR clauses and provisions apply: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items- The following factors shall be used to evaluate offers: Project Team, Charette Process, and Price. Project team and Charette Process, when combined, are significantly more important than cost or price; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and the following FAR clauses paragraph (b) of FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders- Commercial Items, will apply to the resultant contract: 52.222-21 52.222-26,52.222-35, 52.222-36,52.225-3,52.237?2,52.222-3,52.222-19, 52-222-37,52-225-13,52.225-16,52.232-29,52.232-34 and the Contractor is to facilitate Electronic Funds Transfer (EFT) for contract payments, 31 CFR Part 208 requires the submission of information by the contractor to the payment office. The contractor shall contact the Miscellaneous Payments Section at the National Finance Center (NFC) to initiate the enrollment process of the Vendor Express Program (VXP), which will result in a number being assigned to the contractor for payment under EFT.
