- As part of the ongoing effort to clean up the U. S. Dept. of Energy?s (DOE) Hanford site in Southeastern Washington State, the environmental restoration contractor (ERC) for the DOE, Bechtel Hanford Inc., (BHI) is seeking qualified small business subcontractors to perform remedial action activities. The activities are associated with cleanup of certain liquid waste disposal sites in the 100-NR-1 Operable Unit, near Hanford?s 100N Reactor site. Work is regulated under both CERCLA and RCRA. The work is expected to commence in the late spring of 2004, and require 1 to 2 years to complete. The estimated subcontract value is 3-6 million dollars. The work involves excavating the 116-N-1 Crib and associated piping, to remove radiologically and/or chemically contaminated soil, buried miscellaneous concrete structures, large bore steel pipe and associated valves. Radiological contamination resulted primarily from wastewater flows associated with the reactor cooling system. Chemical contamination results primarily from laboratory waste disposed of in the liquid waste disposal system. Radiological contamination inside certain large bore piping has been measured at over 1,000 mr/hr on (external pipe) contact. A small portion of the pipe remediation will involve asbestos abatement/removal for disposal. Contamination levels in the soil to be excavated range to 500 mr/hr on contact. Sources of radiological contamination include plutonium, cobalt and other elements. Soils to be excavated range in size from silt to boulders. The contaminated materials will be loaded into 20 ton containers. The containers will be staged and manifested for transport to Hanford?s Environmental Restoration Disposal Facility (ERDF). The work to be completed does not include the transportation to and disposal of the contaminated material at ERDF. Earlier phases of remedial action have been completed successfully near the 116-N-1 Crib. Previously established facilities are available for use by the successful subcontractor. Those facilities include a large radiological survey fabric-covered structure, misc. temporary offices and meeting rooms, truck scales, a laydown and maintenance area, a haul road system, some security fencing, and limited electrical facilities and services. A detailed design has been previously completed for the work, and will be provided as part of the subcontract documents. The primary pay item within the Subcontract will be lump sum excavation of contaminated material to specified lines and grade. Optional work may include backfill of excavated waste sites. The subcontractor will be expected to provide a full-time on-site site superintendent, a full-time on-site health and safety/IH representative, and a project manager.
