Description
LEASE/RENTAL OF PORTABLE TOILETS, ASSOCIATED SUPPLIES AND SERVICES FOR LITTLE ROCK AIR FORCE BASE, ARKANSAS. This is solicitation for commercial items and services. Pending Availability of Funds for the Next Fiscal Year (FAR 52.232-19), the 314th Contracting Squadron, Little Rock AFB, AR, intends to issue a Firm Fixed-Price Requirements contract in accordance with Federal Acquisition Regulation (FAR): Part 12, Acquisition of Commercial Items, Part 13, Simplified Acquisition Procedures, and Part 37, Service Contracting, for the rental/lease and maintenance of self-contained portable toilets. The rental shall consist of a base period consisting of one (1) year with four one-year renewable option periods. The effective base period is projected to be 1 October 2003 through 30 September 2004. A complete Statement of Work (SOW) is included in this solicitation. This requirement is a 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) code for this acquisition is 326191. Qualification for Small Business Size Standard is 500 or fewer employees. All qualified small business offerors are encouraged to submit an offer. The Contractor shall provide all labor, materials, equipment, vehicles, and services necessary to provide rental and maintenance of self-contained portable toilets and holding tanks at various locations and at special events on Little Rock Air Force Base, Arkansas. The Contractor shall perform the requirements in accordance with all applicable state, federal, city, and municipal laws, specifications, and regulations provided in the SOW. All rental requests will be made by the issuance of Delivery Orders against the requirements Contract. This office will no longer issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. Federal Acquisition Regulation (FAR) Part 12, as supplemented with additional information included in this notice and FAR 52.222-41, Service Contract Act of 1965, as amended (May 1989). The Department of Labor Wage Determination applies to applicable service labor categories for Arkansas 1994-2033, May 2003. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation is being conducted under FAR Part 37, Service Contracting, as well as applicable FAR Parts 12, Acquisition of Commercial Items, and 13, Simplified Acquisition Procedures (SAP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-15, Aug 2003 and Air Force Acquisition Circular (AFAC ) 2003-0501. It is the responsibility of the contractor to be familiar with applicable clauses and provisions. FAR Part 52.232-33, Electronic Funds Transfer ? Central Contractor Registration (CCR); contractor must be registered in the Central Contractor Registration (CCR) (website: http://www.ccr.gov/) or by calling and registering prior to receiving award: (888) 352-9333. Payment may be made by Government Purchase Card; discounts apply. Delivery will be quoted as FOB Destination to Little Rock AFB, AR. Contractor will submit a completed copy of the FAR Part 52.212-3, Offeror Representations and Certifications--Commercial Items. Interested offerors are requested to submit a quotation/proposal on this requirement with option years to: 314th Contracting Squadron, 642 Thomas Avenue, Little Rock AFB AR 72099-4971 or FAX to: (501) 987-7856 or (501) 987-8119. Quotes must be received no later than by close of business, 4:00 PM CDT, 15 September 2003, and may be received by FAX or e-mail to Point of Contract (POC): Julia Alford, (501) 987-3845. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. STATEMENT OF WORK (SOW): LEASE/RENTAL OF PORTABLE TOILETS AND ASSOCIATED SUPPLIES AND SERVICES FOR LITTLE ROCK AIR FORCE BASE, ARKANSAS. 1. CONTRACTOR PERFORMANCE. Performance of the requirements of this Statement of Work (SOW) to conform to the professional commercial and industry standards, as identified in this contract, and in a manner that will maintain a satisfactory condition and professional base appearance. Schedule and performance of all tasks are to meet the quality and frequency requirements of this SOW and attached schedule. The standards as defined in this SOW are the minimal acceptable standards. The Government reserves the right to require the Contractor to re-perform any task if that task was not performed to contract requirements, or not performed at all. 2. DESCRIPTION OF SERVICES. The Contractor shall provide all labor, management, supervision, tools, supplies, equipment, vehicles, and services necessary to provide delivery, installation, repair, and servicing of leased portable toilet facilities and disposal to an approved off base disposal site licensed for disposal for this type of the waste from lease and maintenance of self-contained portable toilets at various locations, and to support all portable toilet requirements at Little Rock Air Force Base and off base locations at Camp Joseph T. Robinson in a manner that maintains a neat, sanitary, functional, and professional appearance. 3. BASIC SERVICES. The Contractor shall provide regular portable toilets and services in accordance with the Occupations Safety and Health Administration (OSHA) and the American National Standards Institute (ANSI) safety guidelines, and all applicable state, federal, city and municipal laws, specifications, and regulations provided in the SOW or incorporated by reference. 4. TOILET SPECIFICATIONS. Toilets shall conform to the following requirements: a. House or outside shell material shall be fire retardant plastic or fiberglass. b. The tank shall be of high-density polyethylene or fiberglass of at least 55-gallon capacity with one toilet. Minimum size shall be 44" x 44" x 89". The toilet seat shall be solid plastic with open front. The tank shall be vented through the roof, and minimum diameter for pipe shall be two inches. c. Units shall not be faded in color and shall be maintained in serviceable condition at all times. Units that the government deems unacceptable shall be removed by the contractor and replaced within ten days after notification by the Quality Assurance Personnel (QAP). d. A picture and description of the units shall be presented to the QAP and Contracting Officer (CO) for authorization before placing said units in designated areas. 5. INSTALLATION. Unit shall be placed on a substantial base and shall be level and plumb. Handicap units shall meet regulatory specifications for same and have a handicap ramp placed in accordance with manufacturer's recommendations and will comply with all safety regulations. 6. LOCATION. Units shall be located as indicated on the Schedule at Attachment 1. The all-American Drop Zone is located at Camp Robinson, approximately thirteen miles from Little Rock Air Force Base. The rest of the portable toilets are located at Little Rock Air Force Base. Portable toilets may need to be relocated to another area due to special events or natural disasters, which will be coordinated by the QAP. 7. SERVICE. Contactor's frequency of cleaning is shown on the bid schedule. During each servicing, contractor shall provide enough toilet paper to last until the next service and provide chemical action deodorizing agents. All units shall be kept clean and sanitary. During each visit, the contractor shall ensure that dispenser in each unit contains no less than two full rolls of toilet paper. During spring and summer months, contractor shall inspect for wasps and other stinging insects and take necessary steps to remove them. Each time service is performed it shall be documented on the log maintained inside each unit. If an unit is not properly serviced the contractor shall respond to a request from the QAP or CO Representative within two hours after notification at no additional charge to the government. 8. SCHEDULE FOR SERVICE. Contractor shall provide a schedule for servicing units to the QAP for approval. Changes to the schedule shall be coordinated with the QAP at last one week prior to the change. If a service is missed due to circumstances beyond the contractor's control the service shall be performed within twenty-four hours of the scheduled date and time at no additional charge to the government. 9. ON-CALL PORTABLE TOILETS. There shall be requirements to support events that are not scheduled. Portable toilets shall be delivered and picked up during the time frames requested. Portable toilets shall be serviced upon delivery. Provide at least two full rolls of toilet paper and chemical action deodorizing agent each time serviced. 10. ADDITIONAL SERVICE FOR UNITS, CONTRATOR AND GOVERNMENT FURNISHED UNITS. Additional services may be required due to an increase in use. The QAP shall coordinate with the contractor the time and date the additional service is to be provided. 11. GOVERNMENT-OWNED PORTABLE TOILETS. There shall be requirements to relocate government-owned portable toilets and service them. These toilets shall be placed where indicated by the QAP and fully serviced to include two full rolls of toilet paper and chemical action deodorizing agents. Units that are placed in an area on a regular scheduled basis shall be serviced once a week with a log maintained inside the unit(s) and documented with the date of the provided service. 12. SPECIAL EVENTS. Portable toilets may be required for special events to include Air Shows and 4th of July Shows. The number of portable toilets and placement shall be coordinated with the contractor as soon as possible to ensure the number of toilets required is available for use.
