INTRODUCTION: The 11th Contracting Squadron, (LGCN) is requesting Firm Fixed Price proposals be submitted for solicitation number F49642-03-T-0180 in support of purchase request F8021030030300, for the Air Force Community Center Training and Event Development. This is a combined synopsis solicitation for commercial items prepared in accordance with FAR Subpart 12.6. The offeror proposal must include all data and information requested herein and be submitted in accordance with these instructions. The offeror shall be compliant and ensure that all work performed is within the scope defined in the attached SOW. This announcement constitutes the only solicitation for proposals. A separate written solicitation will not be issued. This is a full and open competitive effort. Please provide pricing in accordance with the Contract Line Item Number (CLIN) structure listed: CLIN 0001 Develop trademark event, contests, tournaments and competitions, 1 each; CLIN 0002 Provide live satellite training sessions, 1 each; CLIN 0003 Conduct day-long training session at National Recreation and Parks Association (NRPA). This is a 100% Small Business set-aside. However, if two (2) or more responsive/responsible small business offerors are not received, this acquisition will be considered open for full and open competition. STATEMENT OF WORK AIR FORCE COMMUNITY CENTER TRAINING AND EVENT DEVELOPMENT F8021030030300 (AS OF 5 SEPTEMBER 2003) 1. INTRODUCTION/BACKGROUND HQ USAF/ILVY is the Air Staff office charged with providing policy direction for Air Community Centers on each Air Force base. The AF Community Centers mission is to provide activities and events serving the broad spectrum of Air Force members including active duty members and their families, Guard, Reserve, retirees and other eligible users of Air Force base programs. Additionally, the mission statement requires that AF Community Centers coordinate and assist with base-wide, community and squadron events. In FY00, a special event manual of four trademark events was developed for Air Force Community Centers. The manual provides an overall strategy to accommodate the new mission and improve programming, and the design, implementation and evaluation of four unique and fun ?trademark? events to help the staff accomplish the mission and turn the Community Center into the hub of activities for the individual AF installation. All Air Force base-level Community Center directors have received on-site training at an Air Force conference on this manual in FY00, FY01 and FY03. The consistency in event development and hands-on training has provided AF Community Centers a solid foundation to move forward with the new mission. 2. PROGRAM PERFORMANCE OBJECTIVES/SCOPE OF REQUIREMENTS 2.1 DESCRIPTION OF SERVICES 2.1.1 The purpose of this contract is to provide 1) a new event chapter for the AF Community Center Trademark Manual centered around the topic Contests, Tournaments and Competitions, 2) twelve 2-hour training sessions offered by live satellite broadcasts at Wright-Patterson AFB, OH (specific topics selected after contract award), and 3) a day-long training event for Air Force Community Center directors at the Air Force training session conducted in conjunction with the National Recreation and Parks Association (NRPA) Conference, St. Louis, MO, 21 Oct 03. 2.1.2 The new event chapter (approximately 30 pages) will provide information for a ?turn key? event and will be in the format of the current manual. The chapter will provide Community Center managers and staff with the concept, design and implementing instructions needed to run the trademark event; requires 100 complete copies with 2 two-color tab with chapter name and new table of contents with 3-hole punch ready to insert into a 3-ring binder. Contractor will send all copies to HQ USAF/ILVY for distribution to the field. 2.1.3 The satellite training sessions will be provided by the contractor and a member of the AF/ILVY staff and will cover training topics in the AF Community Center standards. The standards include center atmosphere, the monthly program, the year-round program, facility management, fire protection, safety and health, program management, staffing and staff development. Additionally, the training will cover programming in the four core program areas of Personal and Professional Development, Performing Arts, Leisure and Recreation, and Family and Life Skills. Training will be 2 hours in length and will include lecture, activities, interaction and a showcase of ideas from the bases; will include facilitator ?hosting kit? to include host props, creative activity supplies, and handouts specific to the training. There will be four training topics delivered three times each for a total of 12 sessions. 2.1.4 The day-long training (6 hours) in St. Louis, MO will include a high-energy training event including creativity, reports from the installations about the conduct of one or more of the existing AF Trademark events, planning review and implementation of the four trademark events, and an interactive planning activity and event-planning for a special group event for the participants using a theme of Contests, Tournaments and Competitions. Training will incorporate a ?game show? and will include giveaways and written training materials. The contractor and AF/ILVY will determine the final training agenda after contract award. 2.2 PERSONNEL 2.2.1 A qualified contractor includes one who: 2.2.1.1 Holds nationally recognized credentials in training, consulting, and event marketing. 2.2.1.2 Possess the knowledge and skill in community and special event planning and programming as documented by practical and successful work experience. 2.2.1.3 Possess the knowledge and skill of providing training to large and small groups, using a multi-media approach. 2.2.1.4 Has experience in working with organizations for the purpose of team training that ends in overall program improvement, product innovation and results. 2.2.1.5 Possess the knowledge and skill in developing custom logos. 2.2.1.6 Is preferably a known author on programming development and has worked in military settings as a consultant in the development of programs. 2.3 TECHNICAL REQUIREMENTS 2.3.1 Task 1: Develop a trademark event and event chapter with specialized logo for the AF Community Center Trademark Manual for Contests, Tournaments and Competitions. 2.3.1.1 The contractor shall develop a trademark event for use in Air Force Community Centers located in eighty-two sites in the United States and overseas. The event shall be a ?turn key? operation, which provides Community Center managers and staff with the concept, design and implementing instructions needed to run the trademark event. The trademark event will include research in supplies, costs and availability to ensure feasibility of ideas on Air Force installations. 2.3.1.2 The trademark event shall be centered on the topic, Contests, Tournaments and Competitions, and will be provided in the same format, style, and typeset to be seamlessly added to the existing AF Community Center Trademark Manual in a 3-ring binder. 2.3.1.3 The trademark event chapter will be in an easy-to-read format with the event goals, implementation and follow-up processes, measurements of success, timelines, budgets, resources and forms needed to conduct the new trademark event. 2.3.1.4 The contractor will provide 100 printed copies of the finished chapter and one IBM-compatible CD or disk with the chapter contents to ILVY. The government shall reproduce additional copies of the manual as required. All event ideas and materials will be the property of the HQ USAF/ILVY. 2.3.1.5 The contractor will develop a custom logo for the event Contests, Tournaments and Competitions to be used for marketing materials. It will be included in the event manual on the newly developed chapter and the contractor will provide 100 copies on an IBM compatible disk for inclusion with the new chapter. The custom logo must incorporate a 2-color, easily reproducible design. The logo will be used for marketing materials such as brochures, posters, flyers, etc. Logo elements must incorporate the words ?Air Force Community Center? or ?AF Community Center? and the phrase ?Contests, Tournaments and Competitions?. HQ USAF/ILVY will make final approval of logo. 2.3.2 Task 2: Conduct four training sessions for Community Center directors via live satellite. 2.3.2.1 Each of the four training sessions will be provided in three 2-hour broadcasts provided in a satellite television studio located at Wright-Patterson AFB, OH. In order to reach all AF bases in the world, special attention must be paid to the timing of the satellite broadcasts. The training will take place over a 2-day period. The first 2-hour session will be on the first day from 6:00 PM to 8:00 PM. The 2nd 2-hour session will be on the 2nd day from 8:00 AM to 10 AM. The 3rd 2-hour session will be on the 2nd day from 12:00 Noon to 2:00 PM. All three sessions will be the same training topic, but repeated in each training segment. 2.3.2.2 The training topic for each training broadcast will be determined after contract award and meeting with a community center working group consisting of representatives from base, major command and headquarters community center specialists. Training will include topics from the AF Community Center standards (center atmosphere, the monthly program, the year-round program, facility management, fire protection, safety and health, program management, staffing and staff development, as well as the four core program areas of Personal and Professional Development, Performing Arts, Leisure and Recreation, and Family and Life Skills.) 2.3.2.3 Contractor will provide a format/structure for the training to include lecture, activities, interaction, feedback and review from the satellite participants 2.3.2.4 Contractor will provide an electronic ?hosting kit? to be used for each site. The kit will be used in each broadcast center during the training sessions consisting of, but not limited to, a host role description including duties before, during and after each session, sign-in sheets, and a fax sheet to be used for questions during the training session. 2.3.2.5 Contractor will host or co-host each broadcast with a representative from ILVY or the AF Services Agency. 2.3.3 Task 3: Conduct day-long training event 2.3.3.1 Conduct day-long training in St. Louis, MO for Air Force Community Center directors at an Air Force Community Center training conference held in conjunction with the National Recreation and Parks Association (NRPA) on 21 Oct 03. 2.3.3.2 The day-long training in St. Louis, MO will include a high-energy training event including creativity, reports from the installations about the conduct of one or more of the AF Community Center Trademark Events, planning review and implementation of the trademark events, interactive planning activity and event-planning for a special group event for participants using the newly developed trademark event on Contests, Tournaments and Competitions. 2.4 QUALITY 2.4.1 Quality Control: The contractor shall provide a plan to monitor quality control standards over this contract. This plan shall include a description of the methods to be used for identifying and preventing defects in the quality of service performed. 2.4.2 Quality Assurance: ILVY will evaluate the contractor?s performance under this contract. Contract performance will be monitored using quality assurance procedures to be developed by the Government. The implementation of a Government quality assurance plan does not preclude other inspections pursuant to the inspection terms of this contract. 2.5 GOVERNMENT FURNISHED PROPERTY/SERVICES 2.5.1 Documentation, support, subject matter experts, studies, samples and other products relating to Air Force organization, policies, or procedures which impact upon this contractual effort shall be accessible to the contractor when available and required. 2.6 GENERAL INFORMATION 2.6.1 Deliverables: 2.6.1.1 Task 1: Design Trademark Event, Contests, Tournaments and Competitions. 2.6.1.1.1 A001: Special Event development and completed chapter due 7 months after contract award 2.6.1.2 Task 2: Develop and Broadcast Satellite Training 2.6.1.2.1 Satellite Training #1 due 2 months after contract award 2.6.1.2.2 Satellite Training #2 due 4 months after award 2.6.1.2.3 Satellite Training #3 due 7 months after award 2.6.1.2.4 Satellite Training #4 due 10 months after award 2.6.1.3 Task 3: Conduct day-long training event in conjunction with National Recreation and Parks Association National Conference 2.6.1.3.1 Conduct day-long training event due Oct 2003 2.6.2 Security Requirements: This project is unclassified. No data shall be used in developing or using results that would violate the Privacy Act of 1974. All data produced and the products resulting from this contract become the property of the Government with unlimited rights. 2.6.3 Period of Performance: The performance period shall be 12 months from date of award of the contract. 2.6.4 Place of Performance: 2.6.4.1 Task 1: Performance will be at the contractor?s site. Delivery will be made to HQ USAF/ILVY, 1770 Air Force Pentagon, Washington DC 20330-1770 2.6.4.2 Task 2: Air Force Institute of Technology, 2950 Hobson Way, Bldg. 643, Wright- Patterson AFB, OH 45433-7765 2.6.4.3 Task 3: Millenium Hotel, 200 South Fourth Street, St Louis, MO 63102 2.6.5 Hours of Operation: 2.6.5.2 Task 1: As the contractor sees fit. 2.6.5.3 Task 2: Satellite Training Broadcast #1: 6:00pm-8:00pm; Broadcast #2: 8:00am-10:00am and Broadcast #3: 12:00pm-2:00pm 2.6.5.4 Task 3: 8:30am-3:30pm 2.6.6 The contractor will provide all travel, lodging, ground transportation, parking, training, printing of training materials, shipping, materials, supplies, and 125 special event tee-shirts of the vendor?s choosing, and other incidental supplies in support of the visits, training event and special event. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-15. Proposals will be evaluated on a lowest priced technically acceptable basis.
