Description
The Naval Air Warfare Center Aircraft Division intends to enter into negotiations on a sole source basis with Fluke Corporation, Everett WA, for Logistical Support for the Reconfigureable Transportable Consolidated Automated Support System's (RTCASS) Low Frequency Calibrator. Logistical Support consists of engineering and technical services, Repair of Repairables (ROR) support, training, maintenance and material services. These requirements will be procured by placing orders under a Basic Ordering Agreement (BOA) for a period of three (3) years (36 months). At the present time, the Navy has procured a limited number of Low Frequency Calibrators that may require contractor repair services. Due to the absence of Navy organic support for all Low Frequency Calibrator, it is imperative to procure product support services from Fluke Corp. for timely repair and turnaround. Once the Navy organic support is achieved, these contractor support services may no longer be required. The authority permitting other than full and open competition is Title 10 USC 2304 (c) (1), as implemented by paragraph 6.302-1 of the Federal Acquisition Regulation - only one responsible source and no other suppliers will satisfy the requirement. At the present time, the Navy does not have complete drawing and data packages for the Low Frequency Calibrator. In addition, all necessary logistics elements for total organic support are not in place. This notice of intent is not a request for competitive proposals; however, all proposals must be received within 15 days. A determination by the Government not to open this requirement to competition based on responses received to this synopsis is solely within the discretion of the Government.
