Description
NAICS Code: 333131 NAICS Code: 333131 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number PR-OH-03-00567 is issued as a Request for Quotation. This solicitation is processed using full and open competition. The coal pulverizer system is comprised of a coal pulverizer, coal storage bin , transfer line, and a control system. The coal pulverizing system shall meet the following minimum specifications. Coal Pulverizer: The pulverizer shall have a minimum pulverizing rate of 800 lbs coal/hr; The pulverizer shall have a maximum pulverizing rate of less than 2000 lbs coal/hr; The pulverizer shall be capable of handling coal with a maximum size of 2 inches; The pulverizer shall be capable of pulverizing lignite, sub-bituminous coal, bituminous coal, and anthracite at a Hardgrove Grindability Indexes (HGI) ranging from 40-100. With a rating of 40 being more difficult to pulverize; The pulverizer shall be capable of pulverizing coals with a moisture content ranging from 0-45% moisture; The desired product from the pulverizer shall be 70% passing through a No. 200 screen, this is equivalent to 70% of the particles less than or equal to 74 micron; The system shall have the capability of adjusting the output size of the coal particles to less than 45 micron. For example, this could be through a mechanical adjustment or by using a screen or a combination of the mechanical adjustment and screen size to achieve a particle size of less than a No. 325 screen, this is equivalent to a particle size of less than or equal to 45 micron; The pulverized coal shall be automatically transferred from the pulverizer to 55 gallon drums (supplied by EPA); The pulverizer shall be easy to clean and have access to internal components to remove residual coal; The pulverizer shall have an explosion proof motor; The system shall have a dust suppression system to minimize the amount of coal dust that is produced; The system shall have a safety shut-off switch to shut down the system if the pulverizer unit is opened. Coal Storage Bin: The bin shall have a minimum volume of 100 cubic feet, but less than 200 cubic feet; The height of the bin shall not exceed 4 feet in height, measured from the ground; The bin shall be constructed out of mild steel and the outside of the bin shall be painted to minimize corrosion; The bin shall have an open top design with a rolled edge on the top to eliminate any sharp edges; The minimum gauge of the steel shall be 12 gauge; The bin shall have support legs to support the weight of the bin when loaded. The weight of the bin loaded with coal is estimated to be 2000 pounds (based on 100 cubic feet); The bin shall have a hole in the bottom large enough for 2" coal to pass through without bridging and clogging the opening. The bin shall be tapered to a center point in the bottom to facilitate the transfer of coal from the bin to the pulverizer feeder; A separate line item quoting a stainless steel constructed coal storage bin with all other bin specification remaining the same. Transfer line: A transfer line will be required to transfer coal from the storage bin to the pulverizer. The transfer line shall connect the coal storage bin to the coal pulverizer; The transfer line shall be capable of handling coal of 2 inches in diameter and smaller; The transfer line shall be driven by an explosion proof motor; The transfer line shall have a capacity rating equal to that of the pulverizer. Control System: A control system shall be required to control the entire system including the transfer line, pulverizer and any other accessories that are needed to ensure a functioning system. Installation and Shakedown: The contractor shall install and test the pulverizing system in accordance with the best applicable trade practices and in compliance with governing Local and National code requirements; The contractor shall demonstrate the system meets the performance specifications detailed above prior to the system being accepted by the EPA. The contractor shall train up to three (3) designated personnel in the operation of the pulverizing system. documentation, Documentation Requirements: Two (2) copies of all operating manuals, software maintenance and troubleshooting procedures are required to be provided by the contractor . A wiring diagram of the control system must also be provided. Warranty Requirements: This system shall be warranted for a period of 12 months after delivery and acceptance of the pulverizing system. Warranty service shall include all labor and replacement parts for the system as well as shipping to and from Research Triangle Park, NC. Service Requirements: The Contractor shall have the capability of providing warranty service of the pulverizing system within 15 days of request from the US Environmental Protection Agency or it's onsite contractor. The contractor shall have the capability of providing replacement parts for the pulverizing system or supplying contact information for a vendor that can provide replacement parts. Operating Conditions: The system will be located outside under a shelter and shall be capable of operating under the following ambient conditions: Temperature Range: Minus 10 ?F to 110 ?F. Relative Humidity Range: 0 percent to 100 percent. Altitude: 200' above sea level. Electrical Certification: All electrical components of the system shall be electrically certified by Underwriter's Laboratories (UL) or an acceptable certification agency. Facility Utility Services: The EPA shall provide utility services for the operation of the pulverizer as follows: Electrical power at 220 Volt and 110 Volt, 3 phase, 60 Hz. Shipping: Material is to be shipped FOB Destination to: USEPA, 4930 Page Road, Durham, NC 27703. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1)Technical acceptability of the item offered to meet the Government's requirement and (2) price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, with its offer.
