Description
This serves as a sources sought notice and market survey to locate qualified Design-Build Firms possessing, at minimum, a CONFIDENTIAL CLEARANCE verifiable by submission of your firm?s assigned CAGE Code and by the Defense Security Service, in the delivery of confidential Repair & Alterations, Major Renovation and Modernization projects at Federal Office Buildings located within the Washington, DC National Capital Region. If the design/construction capability is to be obtained through a joint venture or subcontract arraignment, both firms must meet the above clearance requirements. In addition, the firm performing design work must have a current facility clearance at least the confidential level. Projects range from $25 million to $100 million and have scope requirements for mitigation measures toward security enhancements that include replacement of existing windows with blast and ballistic resistant windows and structural upgrades for roof hardening. Projects may also include replacement of electrical distribution systems, switchgear and transformers, central air-conditioning systems and chillers, replacement of plumbing systems, telecommunication infrastructure systems, and upgrades to interior space. Hazardous material abatement and containment may be required, where necessary. Utility vaults may be required to be constructed to house new electrical switchgear, transformers, and chiller equipment that will service the buildings. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR AN ANNOUNCEMENT OF A SOLICITATION AND NO SOLICITATION PACKAGE EXISTS AT THIS TIME. The Government is not requesting technical proposals and no contract will be awarded as a result of this sources sought notice. Your responses will be used solely for market research purposes of the Federal Government. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. Interested Design-Build Firms are requested to submit a cover letter and capability statement. Responses should also include the following: name and address of firm; name and telephone/fax numbers of contact person; assigned CAGE Code, TIN, DUNS, size of business; number of years in business. Responses may be submitted to GSA, Property Development Division (WPC), 7th & D Streets, SW, Room 2002, Washington, DC 20407, Attention: Bonnie Echoles, Contracting Officer. The information requested is due by 5:00 PM (EST) local time on Monday, September 23, 2003.
