- NASA/ARC has a requirement for joining the Next Generation Internet Exchange - East (NGIX-DC). NASA/ARC intends to purchase the requirement from University of Maryland, Office of Information Technology, College Park, MD 20742-2411. This sole source is made under the authority of FAR Part 13.106-1(b), for the acquisition of supplies and services determined to be reasonably available from only one source. University of Maryland is the only known supplier for the membership to The Next Generation Internet Exchange. The Next Generation Internet Exchange East (NGIX-DC) is a research testbed located at and operated by the University of Maryland and hosts Federal agencies and research networks that comprise the Joint Engineering Team (JET). The testbed will facilitate the testing and evaluation of new approaches to enhancing the capabilities of the Internet. NASA/ARC participation will allow further research in Internet Technologies. As part of the membership, the University of Maryland will provide technical support which includes installation, operation, maintenance, modification of ARC equipment and telecommunication services and links. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Pacific Standard Time on September 19, 2003 such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
