- The U.S. Department of Commerce, National Oceanic and Atmosphere Administration (NOAA), intends to procure contractor services to install a new parking lot surfacing and repair existing gravel surfaced drive areas at Chesapeake Bay Marine Science Center, Oxford, Maryland. This solicitation is a re-solicitation of a previously canceled sealed bid No. WC133003RB0008 issued on August 19, 2003. The specifications, performance period and completion dates have been revised. The contractor shall furnish all labor, material, equipment, and each and every item of expense for the following work including but not limited to, demolition of certain existing asphalt surfaced parking areas, installation of poured concrete curb, poured concrete border strips, environmental paver parking areas (including granular base & bedding), 4 inch asphalt paved drives (including base course with 2-2 inch lifts), and refurbishing approximately 1,000 ft of gravel access roadway. The size of project is between $100,000 and $200,000. This is a small business set aside. The NAICS code is 236220 and the small business size standard is a maximum of $28.5 million average annual gross revenue for the last three fiscal years. The Government intends to award a firm-fixed price commercial items contract to the responsible offeror. Offers will be evaluated based on experience with similar types of construction, past performance, proposed schedule, and price. The completion time for this project is a maximum of 45 calendar days from start of construction, however, the project must be scheduled and completed by July 1, 2004. This is a commercial item solicitation and fast track award. It is anticipated that the solicitation package will be available on September 10, 2003. Proposals are estimated to be due on September 23, 2003. All responsible sources may submit a proposal, which will be considered by the agency. Copies of the solicitation documents are limited and will be issued on a first come, first served basis. CASC, Acquisition management Division, requires that all contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR) before October 1, 2003.
