Description
The National Institute on Drug Abuse (NIDA) intends to solicit proposals under a 100% small business set aside from qualified small businesses to provide resources to support the pharmacy needs of the Center for the Clinical Trials Network (CCTN). In an effort to dramatically improve drug abuse treatment throughout the country, NIDA established the CCTN in September 1999 and has awarded fourteen Regional Research and Training Centers (RRTCs). Each RRTC has contractual agreement with 5-8 Community-based Treatment Programs (CTPs). Multi-site clinical trials will be conducted in these community program sites. This contract is to support the work of the CCTN in its conducting of clinical trials to evaluate the effectiveness of science-based behavior therapies and/or safe and effective medication therapies. The Contractor shall prepare medication kits for the patients, manage a drug testing quality assurance program, and distribute clinical supplies for use in the medication trials. No actual clinical or laboratory studies will be conducted under this contract. Due to the nature of the compounds to be handled under the anticipated contract, it is mandatory that offerors possess a DEA Research Registration for Schedules II to V and demonstrate the ability to obtain a registration for Schedule I under the Controlled Substances Act of 1970. NIDA anticipates awarding one cost reimbursement, level of effort, task order type contract for a period of three years with options for two additional years of contract performance and additional quantities of work. RFP No. N01DA-4-2203 will be available electronically on or about October 15, 2003, and may be accessed through the FedBizOpps (URL: http://www.fedbizopps.gov) or through the NIDA website at the following address: (URL: http://www.nida.nih.gov/RFP/RFPList.html). Please note that the RFP for this acquisition will be streamlined to include only the Work Statement, Deliverables, Reporting Requirements, Special Requirements, Mandatory Qualifications, Technical Evaluation Criteria, and other necessary Proposal Preparation Instructions. However, all information required for the submission of an offer will be contained in or accessible through the electronic RFP package. Response to the RFP will be due on or about December 1, 2003. This advertisement does not commit the Government to award a contract. See notes 1 and 26.
