Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. This request for quotation (RFQ) number 04L000003 Titled: HHS University Partnerships is for access to academic programs and services from accredited academic institutions through a partnership with Health and Human Services (HHS) University. The academic programs to be provided will be a combination of on-site, multiple-campus location classroom courses, telecourses, as well as e-learning opportunities. These services will be made available to all HHS employees throughout the United States. The Period of Performance shall be for October 1, 2003 through September 30, 2004 with four (4) 12-month option periods. The Government may exercise options to extend the period of performance in accordance with FAR 52.217-9, upon written notification by the Contracting Officer within 30 days of contract expiration or within 30 days of funds becoming available for the fiscal year. The Government intends to make multiple award Blanket Purchase Agreements (BPA) with accredited academic institutions. The academic institution shall admit and enroll HHS employees in accordance with its own admission policies and procedures and provide access to its offering of courses at one tuition rate for all HHS employees. HHS employees shall submit training approval and funding to HHS University. Registration shall be processed by HHS University as the primary point of contact for employees. Once enrolled in academic course work, HHS employees shall be students of the contracting institution, subject to any and all laws, regulations, practices and policies applicable to non-HHS students. HHS has a diverse workforce with academic needs ranging from highly specialized technical courses in fields such as Finance, Information Technology and Biotechnology to Project Management, Organizational Performance Management and E-Government. The academic institution will need to have a wide range of academic course work available in Classroom Academic Programs, Telecourses, and Online Learning Programs (e-learning). Courses shall include accredited academic courses, certificate programs and other courses aimed at facilitating adult learning. Academic course catalogs shall be delivered to HHS training facilities a minimum of one-month prior to the start date of courses. Semester enrollment reports shall include name of each student enrolled through HHS University, course name and credit hours, course dates, cost, course type (on-site, telecourse, e-learning) including totals for each category. A separate semester enrollment report showing completed courses with student name, course name, completion date and course type, credit hours and totals for each category. These reports shall be delivered to the Project Officer at HHS University, no later than 15 days after the beginning of each academic semester. Offerors shall submit and original and 3 copies of the Technical Proposal. The Technical Proposal will be evaluated using the following weighted factors: 1) Technical Approach (20 points)- Planning and perception of service objectives and feasibility of technical approach; 2) Personnel Qualifications (30 points) ? Capabilities of key faculty/staff and overall adult learning experience; 3) Delivery Capacity (50 points)- Ability to provide classroom opportunities at multiple sites, ability to provide telecourses, and ability to provide e-learning programs. The offeror shall provide 3 copies of the Business Proposal which provides a firm-fixed unit price, inclusive of all charges for all sites, each course, the base period and each option period. Electronic and Information Technology Accessibility Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by P.L. 105-220 under Title IV (Rehabilitation Act Amendments of 1998) and the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology (EIT) Accessibility Standards (36 CFR part 1194) require that all EIT acquired must ensure that:1.Federal employees with disabilities have access to use of information and data this is comparable to the access and use by Federal employees who are not individuals with disabilities; and 2.
