Description
This is a Notice of Intent for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quotation (RFQ) #0032968B, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2001-15. This solicitation falls under the Simplified Acquisition Procedures (SAP). The Government intends to solicit and negotiate on a sole source basis with Sensor Technology Engineering of Santa Barbara, CA 93117 for a Firm Fixed Price contract for 6 "Radpack" radiation detection units for the detection, localization and identification of radiological materials, specifically the presence of gamma and neutron radiation which exceeds normal background levels."Radpack" system are as follows: Gamma Detector - six Cesium Iodide scintillators 0.5" diameter x 1.5" length; Overall size - 13"wide x 19"tall x 11"thick; Weight - 16lbs; Operating temperature range 5 to 122 degrees; Alarm types - LCD single digit and LCD graphical counts vs. time, duty cycle based audio tone; Neutron detector - Helium 3, 2.5 atmospheres; Gamma-ray low energy cutoff ~45 KeV; Battery - 3 volt lithium size 2/3A; Storage temperature range -10 to 122 degrees; Response time <1 second; Controls - software driven menu on LCD with rotary encoder input. The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source. Concerned parties may identify their interest and capability to respond to the requirements and submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received prior to the closing date for offers will be considered for review by the Government. The following FAR clauses are incorporated by reference and apply to this acquisition: 52.212-1 Instructions to Offerors - Commercial Items. (Jul 2003); 52.212-4 Contract Terms and Conditions-Commercial Items (Feb. 2002) and 52.212?5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Jun 2003), Each offeror shall include a completed copy of the FAR provisions at 52.212-3, Offeror Representation and Certifications (Jun 2003) with its offer. Offerors are encouraged to use the Standard Form (SF) 1449 - Solicitation/Contract/Order for Commercial Items - - found on the Internet at http://www.gsa.gov/forms. All responsible sources may submit a quotation which, if timely received shall be considered by the agency. Government will award to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. Submissions by Offerors are requested to be presented in two distinct sections, the FIRST being a technical offer to include highly detailed specifications, diagrams, and performance capabilities as needed to substantially support the claim of comparability to the requirement of the FBI and a SECOND section to include item pricing and certification information and past performance information which consists of contact information (ie. name, address and phone numbers) for three individuals. Offerors will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Items (Jan. 1999). The following factors shall be used to evaluate offers: Technical ability to meet requirement, Price, and Warranty in descending order of importance. All quotes and offers shall be submitted to the address listed on line number seven no later than 10:00 AM EST, September 15, 2003 OR submitted via facsimile at (202) 324-0570 [ in accordance with FAR clause 52.215-5 Facsimile Proposals (Oct 1997) ] by the same day and time. Quotes and offerors not received at the mail or fax location specified will be considered late/non?responsive in accordance with the FAR. Due to heightened security and scrutiny of mail entering Government buildings, offerors are encouraged [but NOT required] to use an express mail courier to reduce possible delays in the delivery of quotes and offers. No hand deliveries will be accepted by the FBI. Quotations and offerors must state offeror name, address, and telephone number and be marked with solicitation number RFQ#0032968B. The Government anticipates award to be made within two (2) weeks after closing.
