Description
Provide professional A/E services to include site evaluation, determination of requirements, recommendations, planning, consultation and visits, design work, preparation of contract drawings and specifications, preparation of cost estimates, submittals, and construction period services as necessary for demolition of the existing armory, site preparation and remediation, construction of a committal shelter and service building and gravesite development for project 831-CM3-010 - Burial Area Expansion/Service Building/Committal Shelter, at Beaufort National Cemetery, Beaufort, South Carolina. The project entails development of approximately 10 acres of land to be acquired from the South Carolina National Guard currently used as an armory. All new construction will be designed to match and/or complement the existing, historical Beaufort National Cemetery roads, grounds, structures, walls, landscaping, etc. Discipline involved is primarily Civil, but will also include Architectural, Electrical, Mechanical and other disciplines as needed. All professional services shall be a part of the design team announced in the 254s and 255s. All A/E services will be provided as required per NCA design guides, specifications, and standards. Specific A/E evaluation factors, not in priority order shall be: 1) Team proposed for this project: Professional qualifications of the entire team in the area of National Cemetery Design are necessary for the satisfactory performance of the required services. The team will be given particular attention for its overall coordination; previous experience in working together as a team; and estimating capabilities. Individual members of the team will be considered for their professional qualifications and experience relevant to the project. 2) Previous experience of the proposed team: Prior experience by all members of the team in the design of new construction, additions, alterations, maintenance and repair projects, and the development of conceptual designs, and preparation of construction documents including estimates and specifications. Specialized experience and technical competence by all members of the team in cemetery facilities, government agencies, and the National Cemetery Administration facilities. 3) Proposed design approach for this project: Proposed design philosophy, anticipated problems and potential solutions. 4) Proposed management plan: Team organization for conceptual, design, and construction phase. Ability to meet project specific design deadlines. 5) Location and facilities of working offices in proximity to Beaufort, South Carolina?including the prime firm and consultants. 6) Other: Techniques planned to control the schedule and costs, personnel responsible for schedule and cost control, estimating effectiveness of the 10 most recently bid projects, AutoCAD Release 14 capabilities, Internet accessibility, past litigation involvement, etc. Firms selected for interview will be requested to present their approach for this project and demonstrate their experience. The North American Industry Classification System (NAICS) Code is 541330 for Engineering Services. The Small Business size standard is $4,000.000 in annual gross revenues averaged over the past three years. Please state in Block 4, Page 4 of the SF 254 the size standard of your firm. A/E will be required to provide evidence of professional liability insurance of $1,000,000. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit: (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire, (2) a Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, when requested, and (3) any requested supplemental data to the procurement office shown. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation. Selection of firms for negotiation shall be made through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required under this announcement. Firms should submit SF 254's and 255's to the following address: Network Logistics Contracting Activity (544/10N7/NLO), Attn: Contracting Officer, WJB Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, South Carolina 29209-1639. Area of consideration for submission of 254 and 255 documents is restricted to a 250-mile radius of Beaufort, South Carolina. Interested A/E firms must submit (1) one copy of each form to this office not later than 3:00PM Eastern Standard Time on October 10, 2003 in order to be considered for selection. This procurement is unrestricted. Estimated construction cost is between $1,000,000 and $2,000,000.This is not a Request for Proposal. Award is subject to availability of funds.
