- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. All bidders must be CCR registered A quote is being requested and a written solicitation will not be issued. Solicitation number F73MSE32120100 is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This acquisition is a total small business set-aside and is under North American Industry Classification Standard (NAICS) code 611710 with a size standard of 5M. STATEMENT OF WORK Non-Personal Services Contract for Testing Specialist 1. DESCRIPTION OF SERVICES: Non-personal services contract as a part-time testing specialist in support of U.S. Air Force voluntary off-duty education program to include the Defense Activity for Non-Traditional Education Support (DANTES) and Air Force Professional Military Education (PME) testing programs. 2. PERIOD OF PERFORMANCE: Contract start date is 09 Oct 03 through 30 Sep 04. The selected contractor/individual must have at least one year remaining at the current duty station to provide for continuity. 3. QUALIFICATIONS: A baccalaureate degree from a regionally accredited American college or university is required. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 1 year is highly desirable. Knowledge of/experience with standardized educational and military testing programs is highly desirable. Knowledge of/experience with AF terminology, office procedures, and education programs plus familiarity/facility with WINDOWS 2000, Microsoft Word, PowerPoint, Excel, Access, and CERT TEST is highly desirable. Must register as an official government contractor in CCR (Central Contractor Registration), which can be obtained at www.ccr.gov, prior to acceptance of bid by contracting office. Resumes and transcripts shall be submitted with bid packages to the base contracting office. 4. WORK UNITS/DAYS: A unit shall consist of a testing session with a minimum of five (5) scheduled appointments but no more than fifteen (15) authorized examinees for the services identified in this statement of work. Units of work will be on Tuesday and Thursday 0730-1200 and 1300-1630, and Wednesday 1300-1630. Authorized examinees that may be tested include active duty military, dependents of active duty U.S. military personnel; DOD civilians, and US military retirees. Administrative services associated with testing may not be performed singularly as a unit but must be done in conjunction with test administration.. The contractor will be on an on-call basis. A minimum of five examinees must be scheduled by the TCO/ATCO or his/her designee prior to initiating a call for service. The Test Administrator is responsible for checking the test log 24 hours in advance of each scheduled test session to insure five examines have signed up. If a scheduled test session must be canceled due to fewer than five (5) testing appointments, a 24-hour notification prior to the start of the session must be provided by the test administrator to allow time to contact and reschedule those registered. Units will not be worked on federal holidays or when the office is closed or outside the normal work hours of 0730-1630 M-F. Contractor will arrive at least 15 minutes prior to start of test session to insure sessions begin promptly and will provide constant visual supervision throughout the entire session. Changes to the test schedule must be approved by the TCO/ATCO and must be advertised at least 30 days in advance. 5. GUIDELINES: Provisions of AFI-36-2306 and the DANTES Examination Program Handbook apply. 6. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS a. Traffic Laws. The contractor shall comply with base traffic regulations. b. Weapons, Firearms, and Ammunition. Contractor is prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately owned vehicle while on Altus AFB. c. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. d. Reporting Requirements. The contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. e. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. f. Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. 1) The contractor shall immediately report to the TCO any occurrences of lost or duplicated keys. 2) The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor and the opening of locked areas by contractor to permit entrance of persons other than contractor engaged in performance of contract work requirements in those areas. The contractor will not open testing room except for scheduled testing sessions on Tuesday, Wednesday, and Thursday. g. Lock Combinations. The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the TCO. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers. 7. SPECIAL REQUIREMENTS: a. Contractor must inform the TCO of anticipated absence (in the event of an emergency or illness) from a scheduled unit at least 24 hours prior to scheduled arrival. Longer absences may be scheduled with the coordination of the TCO no less than 30 days in advance to allow publicity (all media) of dates testing sessions being cancelled. Such absences should not exceed two weeks at a time or four weeks in one fiscal year. b. Contractor must successfully complete (90% right) the Examination for DANTES Testing Personnel and DANTES Test Administrator?s Instructional Course within two weeks of assuming position. c. In performance of contract requirements, contractor is authorized access to DANTES and PME/AFIADL examinations and to the security container (safe) in which they are held. d. Assistance with maintaining currency of the DANTES Examination Program Handbook (DOD 1322.8-H) and the testing section of the Guides for Official ECI Test Offices required. e. Maintains statistical data as related to test administered which are required periodically. f. Contractor must remain physically present during the entire test session unless relieved by an appropriate authority. g. Contractor must be well groomed and customer oriented. h. Testing Specialist substitution will not be allowed due to DANTES and HQ AETC/DPSE guidelines and highly controlled testing materials. 8. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract. The contractor must be able to meet Air Force requirements for computer access and complete required training. The contractor will only use the computer/internet to fulfill requirements established by this contract. Personal use of the computer/internet is prohibited. 9. SPECIFIC TASKS: The Test Administrator is responsible for administering the following categories of tests to eligible military and civilian personnel and their adult dependents as authorized by DANTES, AFIADL, AETC and local regulations (NOTE: additional tests may be added as needed): a. All DANTES-approved examinations (to include but not be limited to): college entrance exams (ACT, SAT); tests for college credit (CLEP, DSST, Excelsior); professional certification exams (PRAXIS, ASE); interest batteries (SII) and career assessment inventories (CAI). b. All AF AFIADL end of course (EOC) tests including but not necessarily limited to those for Courses 5 and 12, AWC, ACSC and SOS. c. Any tests specifically required by an education institution for admission or for course enrollment. d. Tests requested to be administered by eligible personnel, such as correspondence course and qualification/certification exams. e. Any test required by the Air Force that is not normally administered through the local military test control officer. f. Other tests used in local advisement or guidance programs, to include career assessment and interest inventories, as requested by the TCO. NOTE: Tests will be administered in accordance with instructions provided in testing handbooks, test examiner guides, and TCO/ATCO instructions to ensure no possibility of test compromise. 10. RELATED ADMINISTRATIVE TASKS: The following tasks are elements of performance in the non-personal services contract for which must be performed in conjunction with and in addition to the actual test administration. a. Check room prior to testing to ensure proper spacing between desks and that adequate lighting, heat, and air exist. Ensure testing office and testing room are kept in a condition conducive to good test performance, and that an adequate circulation of fresh air is available. b. Withdraw all test exams from safe prior to start of each test session. c. Require all examinees to present official picture identification before allowing them to test. d. Check test materials for marks/missing pages before issuing them to students. e. Maintain official DANTES log for all tests, showing the individual?s name, the test title and the start and stop times for all test intervals. Ensure each student signs this Log upon receiving his of test and that all entries are complete and legible. f. Instruct all examinees at the beginning of each session as follows: 1) To read carefully and follow instructions exactly as they are printed in the test booklet. 2) To adhere to any prescribed time limits. The contractor will ensure that all timing limits are adhered to and the examinee is aware of the time requirements for each test. 3) That all test materials, e.g., test booklets, answer sheets, scratch paper, etc., must be returned to the examiner before examinee leaves the room. 4) To carefully read and enter required information on the answer sheet, to ask any/all questions before testing begins, and that help cannot be given or received on the test. 5) That slide rules, calculators, reference tables, etc., may be used only when the test booklet instructions state that the use of these materials is allowed. (When scheduling exam, examiner will inform examinees that calculators, etc., may be used on specific exams.) 6) That only one exam per session will be administered to an examinee. Reviews answer sheets to ensure proper completion and enter time on the test log that tests and answer sheets are returned. 7) No breaks will be allowed to students after testing session begins, unless it is written in booklet testing exam. g. Review each answer sheet as it is submitted by the examinee to ensure proper completion. h. Check each reusable answer booklet as it is returned for marks and erase them completely. Check all booklets for missing pages and enter the time they are returned in the test log. i. Complete safe and test office security forms at close of each test session. Ensure no money, supplies, forms, envelopes, inventories, brochures or booklets are stored in the safe. j. Lock the safes and testing office doors and windows before leaving the testing office. k. Prepare completed answer sheets, tests, checks/money orders, and any unused tests that may need to be returned, for mailing to the various testing agencies, according to the instructions for each type of test (usually regular first class mail for AFIADL and certified mail/return receipt requested for DANTES). All documents required for mailing will be fully completed by the contractor and prepared for final check and signature for the TCO/ATCO before sealing the packages by the contractor. l. Inform TCO/ATCO immediately of any irregularities, which may represent the potential for a test compromise or complaint from a testing candidate. m. Check DANTES exams upon receipt and enter test, serial and part numbers on the DANTES Automated Test Inventory Program (DATIP), ensuring that entries are made no later than the first duty day after tests are received. Update DANTES inventory sheets weekly via computer or by typing a new one. n. Inventory contents of the safes (accountable DANTES and AFIADL materials) following each testing session. Assist TCO/ATCO with weekly inventories and with quarterly reports. At the end of the testing day, conducts an inventory, purges and destroys expired AFIADL tests with TCO or ATCO. o. Identify all newly arrived AFIADL tests on the envelope, showing the name of the student, test identification number, date received, and expiration date. Enter all in stock AFIADL tests into the data file in the established format. p. Prepare DANTES order forms for TCO/ATCO signature and advise of under or over-stocking of any test related item. Ensure adequate numbers of tests and answer sheets are maintained at all times based on prior usage patterns, student inputs and TCO recommendations. q. Notify students when tests have arrived, first by mail and later by phone if needed. File score reports in student records and enter score manually on front of student?s AF186. r. Discard obsolete materials within 7 days of receipt of new publications and ensure dated exams are returned by expiration deadlines. s. Maintain The DANTES Examination Program Handbook (DEPH), ensuring currency of all test instructions and policies. t. Maintain a file of special order tests and handle all follow-ups associated with these tests. u. Maintain statistical data related to test administration as required by TCO and assist with reports and PowerPoint slides as requested. Such data will include (but not necessarily be limited to) monthly statistics on types of tests administered and to whom (by rank and service) and any additional test related data required for annual reports. v. Maintain all document and correspondence files in a neat and orderly manner. Separate files by calendar year. Contractor will be responsible for making file labels and setting up the file for each new calendar year. w. Process all necessary paperwork required for conduct of education services testing program. x. Prepare advertisements regarding special testing (ASE, NTE, etc) for TCO or ATCO review and signature at least 3 weeks before the test order deadline. 11. TERMINATION: Contract may be terminated for any breach of test security or violation of AFI 36-2306, the DANTES Examination Program Handbook or any requirement stipulated in the Testing Specialist Contract or statement of work. Furthermore, this contract may terminate upon written request by either party. Request should be submitted to the Contracting Officer 30 days in advance of effective termination date.
