Description
Combined Synopsis / Solicitation AFSPC intends to pursue a sole source contract with Interferometrics / Transmitter Location Systems, LLC. This effort is for the purchase of the TLS2000-XFT Transportable Flyaway RFI Geolocation System to be integrated with existing GFE antenna systems having apertures 3.7 meters or larger. The system will provide core capability to evaluate executable, tactical process to obtain and exploit RFI geolocation information. Statement of Work Statement of Work For TLS2000-XFT Transportable Flyaway RFI Geolocation System 5 September 2003 STATEMENT OF WORK (SOW) TLS2000-XFT Transportable Flyaway RFI Geolocation System PART 1 - GENERAL INFORMATION 1.1 SCOPE OF WORK Interferometrics/Transmitter Location Systems, LLC (hereafter identified as ?the contractor?) will ship, deliver, integrate and provide a full system checkout of an Interferometrics/Transmitter Location Systems, LLC TLS2000-XFT Transportable Flyaway RFI Geolocation System (hereafter known as ?the system?) to the Space Range Management Office (SRMO, 595th Space Group) Schriever AFB, Colorado Springs, CO. The contractor?s effort will include but not be limited to the following activities: 1.1.1 Integrate the system with existing, 2 each Government Furnished Equipment (GFE) antenna systems having apertures 3.7-meters or larger. 1.1.2 Demonstrate system functionality following full system integration and checkout at government request and at government facilities. 1.1.3 Provide up to 15 full working days of system training after system functionality demonstrations at a government or contractor facility in Colorado Springs. Training will include both theory, operation and maintenance of the system for Space Range Management Office (SRMO, 595th Space Group), 527th Space Aggressor Squadron (527SAS, 595th Space Group) and other significant military and civilian personnel as identified by the Commander, 595th Space Group who will be required to operate and maintain the system. 1.1.4 Provide training documentation in both hardcopy and softcopy for all training conducted after system functionality demonstrations. Training documentation will include that for specific system operations theory, operations and maintenance. Systems operations training documentation will include both operations checklists and material needed for the development of recurring training operations scenarios. 1.1.5 Provide software upgrades and software maintenance for a period of 1 year following full system integration, checkout, functionality demonstrations and system training. Such upgrades and maintenance will be included in the cost of the system. 1.1.6 Provide maintenance of the system through the removal and replacement (R&R) of any of the Line Replaceable Units (LRUs), as necessary. System level training requirements will include those procedures for the proper R&R of faulty LRUs. 1.1.7 Provide full system (i.e., hardware and software) warranty for a period of 1-year following full system integration, checkout, functionality demonstrations and training through the system Customer Service Agreement. Such support will include 24/7 unlimited telephone support with a certified operator/technician. 1.1.8 Provide maintenance of the system through the removal and replacement of any of the Line Replaceable Units (LRUs), as necessary. 1.1.9 Develop, maintain and provide critical sparing information through on-going Failure Mode Analysis (FMA). FMA will include data from the delivered system and data obtained/analyzed/maintained for functionally identical, fixed systems already integrated at commercial SATCOM owner/operator facilities. 1.2 GENERAL SECURITY. The contractor shall be responsible for protection of government information property, equipment, and resources which are generated, issued, or supplied under the terms of this contract IAW DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM). Note: NISPOM is mandatory for contractor?s cleared facilities and only guidance at other locations. 1.2.1 Personnel Security. Contractor shall provide personnel with clearances commensurate with the DD 254, Department of Defense Contract Security Classification Specification. 1.2.2 Access To Government Property And Facilities. Access to Government facilities, documents, and systems shall be in accordance with the attached DD254, Department of Defense Contract Security Classification Specification. 1.2.3 Off-Site Facilities. The contractor shall possess or obtain a facility clearance for all contractor off-site facilities at the classification level needed to accomplish the task. The Government will sponsor facility clearance requests if the contractor does not currently possess a facility clearance. 1.3 PLACE OF PERFORMANCE. Work will be performed in government and contractor facilities located at in Colorado Springs, CO. PART 2 ? OPERATIONAL REQUIREMENTS AND SPECIFIC TASKS 2.1 TECHNICAL TASKS 2.2.1 System Delivery. Contractor will deliver the system within 14 calendar days following receipt of order. 2.2.2 System Integration. Contractor will integrate the system with 2 each, existing, Government Furnished Equipment (GFE) antennas having apertures with diameters 3.7-meters or larger. Contractor will complete full system integration and checkout within 5 working days following delivery and acceptance of the system by a government representative in Colorado Springs. 2.2.3 System Demonstration. Contractor will demonstrate full system functionality following full system integration and checkout at government facilities in the Colorado Springs area. 2.2.4 System Training. Contractor will provide 15 working days of system training after the system functionality demonstrations. Training will include both theory, operation and maintenance of the system for Space Range Management Office (SRMO, 595th Space Group), 527th Space Aggressor Squadron (527SAS, 595th Space Group) and other significant military and civilian personnel as identified by the Commander, 595th Space Group who will be required to operate and maintain the system. 2.2.5 Training Documentation. All travel in the support of the effort by the contractor will be at contractor expense. PART 3 - GOVERNMENT FURNISHED PROPERTY, FACILITIES, SUPPLIES, SERVICES AND EQUIPMENT 3.1 GOVERNMENT FURNISHED PROPERTY, FACILITIES, SUPPLIES, SERVICES: Not provided by the Government. The Contractor shall furnish all property, facilities, supplies and services utilized by their employees. 3.1.1 Information Sources: Government personnel will be available for technical exchanges with the contractor. Government personnel will provide technical input, answer questions, review/approve completed work, and provide feedback regarding contractor efforts. 3.1.2 Government Furnished Information: The government will furnish the contractor information that is appropriate to the successful completion of the project. 3.2 GOVERNMENT FURNISHED EQUIPMENT: The government will furnish the contractor with two (2) antenna systems with apertures 3.7-meters in diameter, or larger, for the purposes of system integration, checkout, demonstrations and training.
