Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being request and a written solicitation will not be issued. US ARMY ARDEC, Picatinny Arsenal, NJ needs to obtain engineering support to Benet Laboratories, Watervliet Arsenal, NY in the area of process and materials refinement studies. These efforts support the Army Manufacturing Technology Objective (MTO) Project. This effort shall include process and materials analyses and test sample production as outlined below. The contractor shall submit plans of action to include the scope of the effort, estimates of technical effort, schedule and a description of the end products. The objective of this effort is to provide support to the Large Caliber Cannon Wear and Erosion Manufacturing Technology Objective program at Benet Labs. In order to complete the MTO on time, new technology must be developed and inserted in to the program. The contract will provide for one area of Technology development and insertion in order to meet the milestones and deliverable of the MTO project. The Contractor shall provide engineering support to the Benet Laboratories, Watervliet Arsenal, NY in the area of process and materials refinement studies. These efforts support the Army Manufacturing Technology Objective (MTO) Project. This effort shall include process and materials analyses and test sample production as outlined below. The contractor shall submit plans of action to include the scope of the effort, estimates of technical effort, schedule and a description of the end products as a part of the contracts which will encompass the following tasks: Task 1 ? Perform An Analysis Of High-Performance Materials Suitable For Next Generation Armament Systems. Provide a description of the material analyzed to include its chemical content and physical and mechanical properties. Describe the analyses conducted to determine each property. Task 2 ? Perform An Analysis Of The Suitability Of Advanced, Proprietary Process Technologies That Will Improve The Performance Of Developmental Armament Systems. Provide a description of each process technology and identify the area of improvement it offers in the performance of developmental armament systems. Identify any proprietary processes and the limits of applicability of each. Task 3 ? Produce five Test Coupons Resulting From Each New Processes and Material Selection To Be Evaluated As Potential System Replacements. The contractor shall manufacture five coupons to determine the repeatability of the processes developed and to conduct the tests necessary to measure the performance of each material and process.
