Description

NA OMB Circular A-76 Cost Comparison Study of Centennial Job Corps Civilian Conservation Center Operations. In accordance with OMB Circular A-76 and its Supplemental Handbook, as of September 8, 2003, the Bureau of Reclamation - Denver Office, Acquisition Operations Group (D-7810), Building 56, P O Box 25007, Denver, CO 80225, has issued Request for Proposals 03SP810864 for a cost study for the operations of the Centennial Job Corps Civilian Conversation Center in Nampa, Idaho. This acquisition is UNRESTRICTED - considered for full and open competition by all qualified sources under North American Industry Classification System Code (NAICS) 561210 with a small business size standard of $23.0 million. The apparent successful offeror will compete with the Government in-house Most Efficient Organization (MEO) for the operation of the Center. The solicitation will not result in a contract award if Government performance is determined to be more advantageous in accordance with OMB Circular A-76 procedures. The closing date for receipt of proposals is December 8, 2003 at 3:00PM MST. The contemplated contract type is Cost plus Fixed Fee. Any resultant contract will have a base performance period of one (1) year with four (4) one-year option periods. This solicitation and all amendments may be viewed and printed from web site http://IDEASEC.NBC.gov under Document Number "03SP810864". A Pre-proposal Conference and Site Visit is scheduled for October 4, 2003 at 9:00AM MST at the Center's location in Nampa, Idaho. Except for documents (handouts) that will be distributed at the conference, no paper copies of the solicitation or any amendments will be provided. After the conference, handouts will be made available, to interested parties, upon written request. Questions must be submitted, in writing, to Robert E. Collins, Contracting Officer, via E-Mail at RCOLLINS@do.usbr.gov ; FAX at (720) 544-4569, or mail to reach the address listed above by close of business (4:00PM MST) on September 23, 2003. A synopsis of the conference proceedings, to include responses to all questions, will be posted on the web site listed above, for information purposes only, within 30 days after the conference. The synopsis of the conference's proceedings and responses to questions and/or comments shall not be construed as changes or revisions to the solicitation. All changes and revisions to the solicitation, if any, will be (1) identified accordingly, (2) issued as amendments to the solicitation, and (3) posted on the web site prior to the solicitation's closing date. Individuals attending the Pre-proposal Conference will be required to sign an attendance roster for the Contracting Officer's file only. The roster will not be reproduced or otherwise made available for public inspection. No mailing lists, for this solicitation, will be compiled from any source, e.g., phone, fax, e-mail inquiries, attendance rosters, etc; therefore, vendors are advised to periodically check the web site for amendments or other updates to this solicitation. The Bureau of Reclamation - Denver Office, Acquisition Operations Group reserves the right to determine whether amendments to the solicitation should be announced in the FedBizOpps.
