- Description
- NASA/JSC has a requirement for a Digital Repeater/controller (2.4GHz SS/DS supporting 6 portable radios with internal rechargeable battery (commercial flight approved providing at least four hours of continuous operation and charger, external jack for NASA furnished remote amplified speaker, "Tethered" intercom station circuitry and jack for three astronauts with CCA and two support personnel. Operating supply requirements 11-24VDC, and 115VAC/60Hz AC installed in a Pelican brand or equal, waterproof case (during transit) with external antenna and power jacks; not to exceed 16"x16"x10" and 30 pounds. The vendor is to deliver the hardware, integrate it with the Class III EMU, and demonstrate successful operation of all communication stations. During the functional check, the vendor is to train our personnel and provide documentation and training on preventative maintenance. NASA/JSC intends to purchase the items from Communications-Applied Technology (C-AT), 11250-14 Roger Bacon Drive, Reston, Virginia in accordance with Federal Acquistion Regulation 6.302-1(a)(2). Communications-Applied Technology has the unique capability and experience with required hardware and ground testing of the EMU communications. C-AT has provided wireless communications systems for integration with EMU communications systems for both the Neutral Buoyancy Laboratory and to the Systems Test Branch at the Johnson Space Center. This experience has resulted in their system already being approved by the JSC frequency manager. Their system has been proven not to interfere with existing VHF high band wireless intercom on the KC-135 aircraft. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 12, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
