Description
The Missile Defense Agency (MDA) is seeking potential sources for services in support of the MDA/SIS directorate. MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. The North American Industrial Classification System (NAICS) for this requirement is 561210 FACILITIES SUPPORT SERVICES (BASE MAINTENANCE), with a size standard of $23 million. This requirement is unrestricted to GSA schedule holders; however, the Government reserves the right to solicit only small businesses if a sufficient number are determined to possess the required capabilities. MDA is seeking business firms under GSA schedule contract sources to support staff augmentation for approximately 160 on-site SETA staff in support of Security Operations and Access Control at its Headquarters in Arlington, Virginia. GSA schedule holders judged best qualified to compete for the work will be sent a Request for Quotations package within the next four (4) weeks with offers due approximately two (2) weeks later. The required SETA support includes: 1) Facility security services at the Federal Office Building 2 (FOB2) 24/7, Crystal City Offices (0600-2200), Sequoia Plaza complex, and Suffolk Bldg locations, including Federal Holidays and weekends. Work includes: controlling visitor access; monitoring personnel access; controlling electro-magnetic media entry and exit; recording visit authorization requests through the refinement, maintenance and operation of computerized badging, access and Closed Circuit TV (CCTV) systems; escorting visitors, facility maintenance, and limited numbers of construction personnel; operating and maintaining computerized badging station connected to MDA and DPS badging systems; issuing MDA and DoD badges, to include ability to manipulate digital photographs in multiple formats; operating and maintaining database, and trouble shooting MDA networked access control system; performing light maintenance and troubleshooting of door and access control system hardware; operating and performing operator maintenance on MDA furnished self propelled vehicle. 2) Conference security support includes: access control security planning and operations by developing attendance databases, designing and fabricating badges, coordinating registration planning, conducting on-site surveys and developing and implementing site plans (including support personnel, security logistics, and communications requirements); resource preparation; and foreign and national participant registration for MDA-sponsored conferences. The security services required includes: (a) Operating a Security Operations Center (SOC) to include: Duty Communications Controller and security communications that provide sufficient coverage to encompass all MDA facilities within the NCR; security clearance administration; foreign visit administration; facility physical security and anti-terrorism/force protection; after hours security inspections; employee and tenant badging; emergency assessment; security training and briefings; liaison with other agencies and functional elements such as Emergency Action Center (EAC) and the SI Counterintelligence Division (SIC); EAC back-up and Continuity of Operations (COOP) implementation; office/equipment operations; managing classified document control systems; implementing and performing courier card systems; establishing an alternate SOC as required, and (b) performing access control functions including: processing visit requests; processing and escorting visitors; controlling electronic media and classified materials; maintaining records; and operating self-propelled vehicles; and (c) other security functions including: supporting actions; formulation and preparation of security plans and policies; conference/meeting/test/special event support; security surveillance and special requirements; contract management; providing and managing technical anti-terrorism/force protection procedures; and security of MDA spaces and information systems. The operational staff will be appropriately dressed in business attire consisting of: blue blazer, slacks, white shirt and tie. The resultant order will consist of a Firm-Fixed Price support services contract line item for steady-state support and a Time & Materials contract line item for in-scope short-term performance requirements above the level of effort authorized under the contract at its steady state (i.e. conference, large meetings, etc.). The term of the order including options is anticipated to be at least five (5) years. All positions will be on site at the following MDA locations: MDA Headquarters in Arlington, VA, facility security services at the Federal Office Building 2 (FOB2) 24/7, Crystal City Offices (0600-2200), Sequoia Plaza complex, and Suffolk Bldg locations. All personnel require a SECRET clearance and shall obtain and maintain current Commonwealth of Virginia, Department of Criminal Justice Services (DCJS), Private Security Services Certification as unarmed security officers and, as appropriate, electronic security employees. Contractor employees shall be accredited and badged to indicate they are security officers in compliance with Code of Virginia laws relating to the regulation of private security services. Acceptable sources must hold a GSA Schedule, and be able to provide at a minimum, 100% of personnel with clearances on task order start date which will be 30 calendar days after task order award date. GSA schedule contractors who qualify under NAICS 561210 Facilities Support Services (Base Maintenance) are invited to submit to the contracting office as early as possible, but not later than September 30, 2003, a three-page Capability Statement summarizing the corporate strengths in relation to the following criteria: 1) Describe the qualifications and capabilities of your staff to perform the type of work specified in this notice 2) Describe your firm?s specific, related past/current DoD experience related to this requirement 3) Describe your firm?s management approach in managing on-site staff, retention/replacement, authority, responsibilities, and quality control, as well as your ability to provide required clearances at the time of at time of award. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule(s). Be sure to segregate this information on the Capability Statement by firm. Also, please specify by name one primary and one alternate Point of Contact within your firm, including the respective telephone numbers and email addresses of those individuals. All information must be contained within the three-page capability statement limit.
