- The US Special Operations Command, Pope Air Force Base, North Carolina has a requirement for the purchase and delivery of Lithium Batteries in accordance with the item description provided herein. These items are being procured on a Brand Name or Equal Basis. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number USZA26-03-T3100 is issued as a Request for Quotation, under simplified acquisition procedures. The NAICS code is 335912. This size standard is 1000 employees. This requirement is 100 set aside for small business. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2001-14. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. Full text clauses and provisions are available at farsite.hill.af.mil. REQUIREMENT: The contractor shall provide the followings items: (1) LITHIUM BATTERY, NSN 6135014389450,QTY 360 EA. (2) LITHIUM BATTERY, NSN 6135014475081, QTY 120 EA. (3) LITHIUM BATTERY, D-CELL (SAFT) PN LSH20, 3.6 VOLT, QTY 100 EA. (4) LITHIUM BATTERY, AA (SAFT) PN LSH 14500, 3.6 VOLT, QTY 100 EA. (5) LITHIUM BATTERY, NSN 6135012354168, BA 5112,QTY 160 EA. (6) LITHIUM BATTERY, NSN 6135012146441, BA 5372, QTY 50 EA. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, in relative order of importance are: Price and technical Acceptability of proposed "Or Equals". Award will be made to the lowest priced, technically acceptable quote from a resposible bidder submitting an offer found to be most advantageous to the government."; FAR Clause 52.212-3, Offeror Representations and Certifications -Comercial Items. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.219-6 Small Business Set Aside. The following Defense FAR Supplement (DFARS)provisions and clauses apply to this solicitation and are incorporated by reference: (1) DFARS 252.212-7001, Contract terms and conditons required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. The following clauses under paragraph (b) of 252.212-7001 are amended to read: 252.225-7001, Buy American Act and Balance of Payment Program, 252.225-7007, Buy American Act-Trade Agreements-Balance of Payment Program, 252.225-7036, Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payment Program. QUOTES ARE DUE: Quotes shall be received at USSOCOM Regional Contracts Office, Attn: Connie Burgess, Bldg 3-1947 Malvesti Rd., Pope Air Force Base, 28308, not later than 2:00pm, ET, 23 September 2003. Fax submissions will be accepted at (910)2430249. E-mail submissions will be accepted at burgessc@jdi.army.mil. However it is the offeror's responsibility to ensure receipt. QUOTES SHALL INCLUDE: (1) original letter signed by an individual authorized to bind the organization, with a schedule of offered items to include unit and total price and one copy of proposal and catalog literature on any "or equals". Any or equal must meet the minimum salient characteristics to include functional and physical. (2) completed Respresentation and Certification, and (3) acknowledgement of any amendments that may be issued. Questions must be submitted in writing. All answers will be provided via an amendment to the solicitation. any amendments that may be issued will be published electronically the same as the combined synopsis/solicitation.
