Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The request is for administrative services to the Defense Logistics Agency (DLA) Headquarters, Defense National Stockpile Center (DNSC), and Defense Energy Support Center (DESC) for the support of the Defense Travel System (DTS) Help Desk. The DLA DTS Help Desk will also give DTS assistance to the tenants of the McNamara Headquarters Complex which include the Defense Threat Reduction Agency (DTRA), the Defense Contract Audit Agency (DCAA), and the Defense Technical Information Center (DTIC) when requested. The DLA Help Desk will also give guidance to and support the DLA DTS Field Activities Help Desks when requested. This proposed contract will consist of one (1) base period from 30 Sep 03 through 31 Dec 03 and four (4) option years. Work will be performed at the McNamara Headquarters Complex. The purpose of the Help Desk is to ensure the accurate processing of financial transactions. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation SP4700-03-T-0046 is a Request for Quote (RFQ) using full and open competition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Acquisition of Commercial Items; (FAC 15); 25 August 2003. The associated NAICS code is 541519, size standard is $2.1M. The following items are being purchased: CLIN 0001, Help Desk Services in accordance with paragraph III of the Statement of Work dated 10 Sep 03, 3 Months and 1 day; CLIN 0002, ? Option Year 1, Help Desk Services in accordance with paragraph III of the Statement of Work dated 10 Sep 03, 12 Months; CLIN 0003? Option Year 2, Help Desk Services in accordance with paragraph III of the Statement of Work dated 10 Sep 03, 12 Months; CLIN 0004? Option Year 3, Help Desk Services in accordance with paragraph III of the Statement of Work dated 10 Sep 03,12 months; CLIN 0005? Option Year 4, Help Desk Services in accordance with paragraph III of the Statement of Work dated 10 Sep 03, 12 Months. The Statement of Work is available by contacting brenda.geist@dla.mil. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. FAR 52.212-2 applies to this solicitation. The offeror must submit a technical proposal addressing the following factors. Proposals will be evaluated based on Technical evaluation factors, which are: (a) Knowledge of the Defense Logistics Agency (DLA) Organization and Structure, (b) Knowledge of Department of Defense and DLA Travel Policies and Procedures, (c) Knowledge of DLA System Security and Physical Security Policies and Procedures, (d) Knowledge of Defense Travel System, (e) Knowledge of the Privacy Act and (f), Knowledge of Support Magic Software and (g) Demonstrated understanding of the Government?s requirements and ability to satisfy those requirements. Past Performance will be evaluated based on references, to be provided by offerors, from at least three customers who use similar help desk services as those requested in this Statement of Work. Include a point of contact and telephone number in references. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation is judged to be most advantageous to the Government, with price and other factors considered. Technical and past performance factors are equal in weight. When combined, all evaluation factors (technical and past performance) are significantly more important than price. If, after evaluation of technical and past performance information, two or more proposals are determined to be relatively equal, price will be the determining factor for award. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer (available on line at http://www.arnet.gov/far/). The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. FAR clauses 52.217-5, 52.219-6, 52.222-21, 52.222-26, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.232-33, 52.242-15, 52.242-17, 52.247-35, 252.242-7000 and 252.246-7000 apply to this solicitation. FAR 52.217-9 applies with 60 days notification of exercise of the option. Offers are due no later than 22 September 2003, 2:00 p.m. Eastern Daylight Time, and may be delivered to the Andrew T.
