- Description
- THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to the issuance of a Request for procurement of support services functions in the administration of the Defense Energy Support Center Small Business (DESC-DU) Subcontracting Plans formerly administered by Defense Contract Management Agency. Function includes administration of approximately 100 subcontracting plans per year with an average of 50 multi-year contracts from FYs 1998-2002. Subcontracting plans are monitored and reviewed based on a risk rating of high, moderate or low. Risk level will be provided by DESC-DU with supporting rationale. Support functions to be provided are as follows: Post-Award Functions: Evaluate, monitor and document contractor performance (See DCMA One Book, Chapter 10.4 Consent to Subcontract/Contractor Purchasing System Review) http://www.dcma.mil/onebook/10.0/10.4/CPSR.htm Set-up on-site review: Notify the contractor, DESC-DU, and other Government representatives as required of details of the on-site review and make arrangements for the review. Reviews to be established as a minimum on an annual basis, but possibly as many as 4 times a year depending on risk assessment of contractor performance. Conduct reviews identifying any contractor deficiencies and developing recommendations for DESC-DU to transmit to the contractor. Evaluate responsiveness of contractor to recommendations, appropriateness of corrective actions and capability of meeting the designated milestones. Unacceptable corrective action plans should be returned through DESC-DU to the contractor for reconsideration or rework. Surveillance reviews performed using DLA 640/640a or similar form. Reviews to be performed jointly with SBA, when appropriate. Furnish DESC-DU Office with information and comments on subcontracting program as requested in order to meet requirement of the Contractor Performance Assessment Reporting System (CPARS). This RFI is for market survey purposes only and does not obligate the U.S. Government or the respondent to any contractual relationship. Interested parties are encouraged to submit one or more concept proposals that address the foregoing area as well as estimated costs for one year with a one-year option period.
