- The Defense Supply Center Philadelphia (DSCP) is seeking proposals from business entities interested in participating in an acquisition as a Prime Vendor for a Fire and Emergency Services supplies, related incidental services and training contracts for the Eastern/Central/Western Regions of the United States. These regions consists of all the states in the continental United States as well as Alaska, Hawaii, NS Guam, and Andersen AFB (GUAM), NAS Midway Island, Ft. Clayton, Howard AFB and NS Rodman(Panama), NS Roosevelt Road (Puerto Rico) NS Guantanomo Bay (Cuba), U.S. Possessions and customers utilizing APO/FPO addresses. Customer utilizing milstrip will be supported through POPS. Contracts will cover current and potential DSCP military installations, other federal agencies and approved federally funded customers and other authorized users. The solicitation will encompass all types of supplies associated with fire and emergency services to include but not limited to hoses, hose fittings, nozzles, tools, fire extinguishers, extinguishing agents, SCBAs, structural, AARF shipborad and forestry turnout gear, other protective products, environmental, industrial, HAZMAT, WMD and terrorism first response personal protection, first reponse and search and rescue equipment and supplies, decontamination detection equipment, suppression, surveillance and alarm systems, breathing air compressors, pumps and generators, and related incidental services and training. This is a representative list and should not be considered exhaustive of all products that will be covered by the solicitation. All items are brand name specific and /or generic commercial products. A prime vendor can be defined as the designation of a single source of supply for a wide range of products. Prospective contractors should be able to adequately support the requirements. Prospective offerors should have an on-line Electronic catalog and an electronic order entry (EOE) and have Electronic Data Interchange (EDI) capability. Subject solicitation will be issued on an unrestricted basis with the resultant contract being an Indefinte Quantity Contract (IQC) for a two (2) year base and eight (8) option years. The maximum duration of the contract will not exceed ten years.This will be a best value source selection acquisition in which technical merit is considered more important than price. Solicitation SP0500-03-R-0086 is expected to be issued July 18, 2003 with an expected closing date of September 2, 2003.
