- NA The U.S. Army Medical Research Acquisition Activity (USAMRAA) plans to negotiate on an Other Than Full and Open Competition basis with the American Registry of Pathology (ARP), 14th & Alaska Av., Washington, DC 20012, for scientific and technical support at the Armed Forces Institute of Pathology, Washington, DC. Justification: Authorized or required by statute. Title 10, USC, Section 176, authorizes the Armed Forces Institute of Pathology (AFIP) to contract with the American Registry of Pathology (ARP) for cooperative enterprises in medical research, consultation, and education between the AFIP and the civilian medical profession under such conditions as may be agreed upon between the AFIP Board of Governors and the American Registry of Pathology. The Center for Advance Pathology of the Armed Forces Institute of Pathology (AFIP/CAP) is one the three principle elements of the AFIP and is responsible for providing overall guidance, supervision, and assistance to CAP departments ensuring fulfillment of th e AFIP's missions relating to consultation, education, and research. The Director, CAP serves as an advisor on professional matters to all department chairpersons. Director Cap serves as advisor on matters of personnel, logistics, and resources management to all department chairpersons. Director CAP provides medical scientific personnel (pathologists/technicians) as required by the departments unable to provide management support and planning. CAP Operations, which is the execution division of this organiza tion, provides support to the Director, CAP in the accomplishment of all nonprofessional administrative and management functions of CAP. Directs administrative policies and practices for the CAP and provides administrative support as needed. Devises and de ploys plans and executes matters of personnel, computer systems support, publishing systems support, logistics, and budgets related to the CAP and other divisions within AFIP. Provides a Medical Transcription Center, in conjunction with Chief, Automation M anagement Services Division, to assist staff members of the CAP in clerical functions. Devises methods for handling special projects. Provides and /or arranges for technical, clerical, and logistical support for the professional staff working at the AFIP. Provides guidance and support to the international training program manager. Assists the Director, CAP with recruitment of physicians. Period of performance is planned for a base year and four one-year option periods. No telephone requests.
