Description
This notice is a combined synopsis/solicitation for commercial item prepared in accordance with the information FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) as request for Quotation No. RFQ-FY2004, Printing Plates, Date Slugs, Signature Dies, Window Gummers and Art Work to be used on Department of the Treasury, Financial Management Service Check Wrapping Systems. The Systems are located at our FMS Centers in Austin, Texas, Kansas City, Missouri, Philadelphia, Pennsylvania and San Francisco. The purpose of this procurement is to acquire printing plates, date slugs, signature dies, window gummers and artwork. All of the required items will be used on the Check Wrapping System (Model EW) (Note: EW = Envelope Wrapper) designed by the F. L. Smithe Machine Company for use by the Treasury Regional Financial Centers. Artwork will be used to design new and revise existing printing plates and signature dies. SPECIFICATIONS will be listed on the RFQ. QUANTITY ? BASE YEAR CLIN 1001 Printing Plates 150 each, CLIN 1002 Date Slugs 100 each, CLIN 1003 Signature Dies 50 each, CLIN 1004 Window Gummers 20 each, CLIN 1005 Artwork 20 Hours; Option Year 1 CLIN 2001 Printing Plates 100 each, CLIN 2002 Date Slugs 50 each, CLIN 2003 Signature Dies 20 each, CLIN 2004 Window Gummers 20 each, CLIN 2005 Artwork 20 Hours; and Option Year 2 CLIN 3001 Printing Plates 100 each, CLIN 3002 Date Slugs 50 each, CLIN 3003 Signature Dies 20 each, CLIN 3004 Window Gummers 20 each, CLIN 3005 Artwork 20 Hours. PERIOD OF PERFORMANCE; the period of performance of contract is Base Year ? Date of award through September 30, 2004. The periods of performance of options, if exercised, are as follows: Option Year One ? October 1, 2004 through September 30, 2005, Option Year Two ? October 1, 2005 through September 30, 2006. This contract is renewable at the option of the Government, by the Contracting Officer only, when written notice is give 60 days prior to renewable. This procurement is a total small business set-aside. The North American Industry Classification System (NAICS) and small business size standard for this procurement are 323122 and 750 employees, respectively. The size standard for this procurement shall be identified in the quote. All qualified business sources may submit a quote, which shall be considered by the Agency. Solicitation provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items (Nov 1999) are hereby incorporated by reference. The government will evaluate quotes in response to the synopsis/solicitation on the basis of conformance to the specification (100% conformance to specification, i.e., performance), delivery schedule, warranty, and price. All evaluation criteria are equal in importance. Award will be on the basis of technically acceptable low price quote. It is critical that quotes provide adequate detail to allow evaluation (see FAR 52.212-1(g). Include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Item (Feb 2000), with the quote. Clause 52-212-4, Contract Terms and Conditions-Commercial (May 1999), is hereby incorporated by reference. Clause 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Feb 2000), is hereby incorporated by reference. The following clauses apply to this solicitation and the resultant contract (b): 52.203-6, 52.219-14, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-34.
