- NASA/JSC plans to issue a Request for Offer(RFO) for increasing the ceiling amount on its IDIQ type contract (NAS 9-01121) due to additional requirements placed on the contract by the government. These additional requirements include Integrated Financial Management System (IFM) integration,Aircraft Anomaly Reporting System, Aircraft Technical Documentation and Publications Support, Orbiter Cockpit Avionics Upgrade task, Mission Resource Scheduling System task and Information Technology Security NASA/JSC intends to purchase the items from Science Applications International Corporation (SAIC). The statutory authority for proceeding with this acquisition under Other Than Full and Open Competition is 10 U.S.C. 204(c)(1) as contemplated by the provisions of FAR 6.302-1 (a)(2)(iii), which states that full and open competition need not be provided for when the services required by the Agency are deemed to be available from one original source in the case of follow-on contract, for the continued provision of highly specialized services when it is likely that award to another source would result in unacceptable delays in fullfilling the Agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 18,2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. See note 22 All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
