Description
This solicitation is being ammended due to vendor questions. Q1. "Is the one building that has the 8'door a roll-up door or double 48' doors?" A1. The requestor prefers a roll-up door but swinging doors will work as well. Q2. "All buildings delivered in 15 days or start delivery in 15 days?" A2. The requestor understands modifications must be made and therefore, delivery will start 15 days after award and can still be delivered up to 45 days after award. 17(i). This is a combined synopsis/solicitation in accordance with the format in FAR Subpart 12.6, and FAR 13.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 17(ii). The solicitation number, USZA92-03-T-0051, is issued as a Request for Quotation (RFQ). 17(iii). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. 17(iv) This procurement is set aside for small business. All responses from responsible sources will be fully considered. 17(v) This contract action is for eight 12x30 storage buildings. 17(vi) Seven of these buildings are to be 12x30 with a ? plywood treated floor, accusteel framing, aluminum siding with beige paint and brown trim and aluminum roofing. Conduit wiring for electricity with two outlets on opposing corners close to the door, have two screw in overhead lightbulb outlets, have one lightswitch by main door, have two each 48? doors with locks on the 30ft side of building, have two 2x3 windows on each side of building, aluminum siding must have a no rust guarantee. Price includes delivery, concrete blocks and leveling. Estimated delivery date is 10-15 days after order. The other one building will have the same except one 8? door at the 12ft end as opposed to the two each 48? doors. 17(vii). N/A. 17(viii). FAR provisions and/or clauses referenced may be electronically obtained at the following site, www.farsite.hill.af.mil. Clause 52.203-6, Restrictions on subcontractor sales to the government is hereby incorporated. Solicitation Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items is hereby incorporated by reference. 17(ix). Solicitation Provision FAR 52.212-2, Evaluation -Commercial Items is hereby incorporated, the evaluation factors are technical, price, and past performance. The government will make a determination of best value based on the evaluation factors cited. 17(x). Contractors are reminded to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their quote, if readily available. If not, the clause will be forwarded for completion prior to award 17(xi). Clause 52.212-4, Contract Terms and Conditions - Commercial Items is hereby incorporated by reference 17(xii). Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items is hereby incorporated by reference, as well as the following clauses cited in the clause which apply to this solicitation, 52.222-0026, Equal Opportunity (E.O. 11246), 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212), 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793), 52.222-37, Employment Reports on special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212), 52.225-3, Buy American Act - Supplies (41 U.S.C. 10).Clause 52.219-1, Small business program representation is hereby incorporated by reference as well as 52.219-6, Notice of total small business set-aside. Clause 52.225-13, Restrictions on certain foreign purchases, is hereby incorporated. (xiii). Additionally, the following clauses are applicable to this solicitation, 252.212-7001, Contract Terms and conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, 52.204-7004, Required Central Contractor Registration. Clause 52.232-33, Payment by Electronic funds transfer-Central Contractor Registration. Clause 52.247-34, FOB destination. 17(xiv). The Defense priorities and Allocations Systems (DPAS) assigned rating for this procurement is unrated. 17(xv). NA 17(xvi). Signed and dated quotes referencing the RFQ number USZA92-03-T-0051 must be submitted, no later than 4:30 p.m. 11 September 2003, to CPT Carl Oelschig at USASOC, ATTN: AOCO, Fort Bragg, NC 28310. The quotes must provide delivery information as well as quotes based on the specific brand name listed above. 17(xvii).
