- This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI3093 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2001-15. This is not a Small-Business Set Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 325414 and the small-business size standard is 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on a sole-source basis using simplified acquisition procedures with Roche Diagnostics of Indianapolis, In. for HIV-1 Amplicor Monitor Kits, Version 1.5 (qty-43). The NIAID performs immunological tests to detect, analyze and quantify markers of Human Immunodeficiency Virus Type 1 on a large number of plasma specimens. These tests include specimens from humans undergoing clinical studies. We have used these kits for more than one (1) year to support the efforts of many projects within the Institute. Throughout this time, we have performed assays using the same test kits and reagents; consequently, it is essential that we continue to use the same reagents in order to maintain data integrity. This includes the commercially available Roche Amplicor PCR-based kit used to detect and quantify the levels of HIV-1 RNA. These items will be delivered to a NIAID facility in Bethesda, MD. This is a fixed-price contract and the FOB terms are ?Destination.? The anticipated period of performance will be 9/30/03 - 3/14/04. Offers must be submitted no later than 5:00 P.M. Eastern Daylight Time, Wednesday, September 24, 2003.
