NA This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. A written solicitation will not be issued. The solicitation number is DABK05-03-R-0035 and is issued a s a Request for Proposal that will result in a firm fixed price contract. This RFP incorporates provisions and clauses as those in effect through Federal Acquisition Circular Number 2001-13. The small business size standard for SIC 3441 is 500 employees and the NAICS code is 332312. The Directorate of Contracting at Fort Bliss, Texas requires the following commercial items; Item No.0001, Quadcons (containers) (68 each) and Item No. 0002, Quadcon connectors (204 each); The intermodal containers are inte nded for use as a transportation/storage unit; Features include all steel monocoque construction; four-way forklift pockets; full marine metal preparation and painting specification; full-width access doors on both sides of container; non-slip tread plate floor; Over 4.2 tons (9,400 pounds) payload capacity; Over 6 cubic meters (215 cubic feet) of internal capacity; ISO tested and CSC approved by Lloyds for use in 10ft and 20ft module configuration; External dimensions are, Length is 1,457mm or 4ft-9&3/8i n; Width is 2,438mm or 8 ft 0 in ; Height is 2,082mm or 6 ft 10 in; Internal dimensions are, Length is 1,419mm or 4 ft -7&7-8 in; Width is 2,296mm or 7 ft -6&3/8 in; Height is 1,889mm or 6 ft - 2&3/8 in; Door opening width is 1,362mm or 4 ft - 5&5/8 in; D oor opening height is 1,791mm or 5 ft- 10&1/2in; Maximum gross weight is 5,080 kg or 11,200 lb; Tare weight is 800 kg or 1,764 lb; Payload weight is 4,280 kg or 9,436 lb; Internal volume is 6.11 cu.mt or 215.6 cu.ft. The unit is configured to enable four containers to be secured together, using the exclusive SeaLock connector: The resulting package has the same footprint as a standard 20 foot ISO intermodal container. Alternatively, two containers may be connected together to create a 10 foot ISO contain er. The intent is to purchase these items from Charleston Marine Containers Inc., 2301 Avenue, Charleston, South Carolina 29405-2025, phone number 843-745-0022, ext 230. All offers of equivalent fit, form, and function will be considered by the Agency. Delivery requested by 19 November 2003. Delivery to Building 2418, 178th Maintenance Company, Fort Bliss, Texas 79916-6812. The following FAR provisions and clauses apply to this solicitation; 52.214-21, Descriptive Literature; 52-212-2, Evaluation-Com mercial Items (Evaluation factors being price, delivery, past performance and ability to meet Government requirements with each being equally considered in the evaluation process); 52-212-3, Offeror Representation and Certifications-Commercial Items must b e completed and submitted with proposal; FAR Clause 52-212-4, Contract Terms and Conditions-Commercial Items (FEB 2002). All clauses before this are incorporated by reference. The following Defense Federal Acquisition Regulations Supplement (DFARS) pro visions and clauses applies to this RFP and the following clauses cited in the clause apply: 252.225-7000, 252.212-7000, Offeror Representations and Certifications--Commercial Items, 252.204-7004, Required Central Contractor Registration. Copies of FAR c lauses/provisions may be accessed via the Internet at www.arnet.gov. Qualifying offers will meet the stated specifications and be accompanied by completed provisions /clauses 52.212-3, 252.225-7000. Offerors must have a valid DUNS Number (1-800-333-0505) . Offerors must submit the following to be considered for award: 1) a completed copy of FAR Clause 52.212-33; 2) a unit price and total amount, based on the unit of issue and quantity for each of the two line items ; 3) must be able to meet the required d elivery schedule. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitiation and will be most advantageous to the Government.
