- NA 1. CONTRACT INFORMATION: THIS PROPOSED PROCUREMENT IS 100% SET-ASIDE FOR SMALL BUSINESSES. A-E services are required at Ft. George G. Meade, MD, but may be used throughout the North Atlantic Division. The size standard for this procurement is $4,000,00 0.00 average annual receipts over the last 3 fiscal years. The North American Industry Classification Code (NAICS) is 541330. Both contracts will be for $3,000,000.00 each with a base period not to exceed one year and two option periods. The amount of w ork in each contract period will not exceed $1,000,000.00. An option period may be exercised when the contract amounts for the base period or preceding option period has been exhausted or nearly exhausted. Contracts will be firm fixed price. The contrac ting officer will consider the following factors in deciding which contractor will be selected to negotiate an order: Customer satisfaction of A-E performance, responsiveness to previous task orders, A-E current workload, current capacity on contract, uni quely specialized experience, and equitable distribution of work among contractors. 2. PROJECT INFORMATION: Work may consist of preparation of reports, studies, design criteria, design and other general multi-disciplined architect-engineering services f or alterations, renovation, maintenance and repair, and minor construction projects. Concentration of work shall be in architectural, civil, structural, mechanical, electrical and environmental engineering. 3. SELECTION CRITERIA: See Note 24 for the gen eral A-E selection process. The firm shall list experience and capability: (1) To provide HVAC plumbing, fire protection, geo-technical and sanitary engineering; topographic surveying and cost estimating; environmental, certified industrial hygienist, civ il, structural,mechanical and electrical engineering. (2) Renovation of administrative buildings, medical facilities, troop living facilities (barracks), and utilities systems; (3) Experience in the preparation of studies and design for storm water managem ent, wetlands hydrology, sediment and erosion control; (4) National Pollutant Discharge Elimination System (NPDES) permitting (includes obtaining all necessary state permits, etc.); (5) HAZMAT in the form of asbestos containing materials (ACM), lead pain t, etc., as may be encountered; (6) Firms must list experience that demonstrates their capability to conduct appropriate characterization assessment, remedial planning and design to identify and formulate corrective measures for the HAZMATs; (7) Knowled ge and response to regulatory program requirements under CAA, CWA, CERCLA/SARA, RCRA/HSWA, NEPA, OSHA and similar State Statues. Sampling and analysis, preparation of written documentation permits to support closures, etc. (8) Firms must demonstrate capab ility of responding to multiple task orders concurrently. The products (deliverables) are not required to be performed using a specific CADD system; however, the firm shall be required to provide any digitizing and/or translation services necessary to del iver the final design product(s) in AutoCAD Rel. 2000 on CD. Specifications will be prepared using WordSpec2/SPECSINTACT 3 format. Cost estimates will be prepared using the MicroComputer Aided Cost Estimating System (MCACES). 4. SUBMISSION REQUIREMENTS : See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit one copy of SF 255. A SF 255 must be submitted for prime and joint ventures and a SF 254 must be submitted for prime, joint vent ures, and consultants, to the address below, not later than the close of business on the 30th day after the date of this announcement, If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business the next business day.
