- AMENDMENT 001. ANSWERS TO CONTRACTOR QUESTIONS. QUESTION 1. DO YOU HAVE A MODEL # FOR THE PELICAN CASE (DOES ALL THE EQUIPMENT FIT INSIDE)? ANSWER 1. The type and purpose is identified in the solicitation. It is the offeror?s responsibility to locate a kit that meets the watertight storage capabilities of the product being offered. ----- QUESTION 2. MODEL # FOR THE SONY DIGITAL CAMCORDER (IS THE 20X to 700X CORRECT)? ANSWER 2. Model DC TRV350 or equal. 20X Optical, 700X Digital is the stated requirement. ----- QUESTION 3. DO YOU HAVE A MODEL # FOR CAMERA LENS (NIGHT LENS) W/ADAPTERS FOR 902hs AND CANON OE1? ANSWER 3. A model number is not available, however, the lens should be capable of extended ranges from 500 to 1500 yards. The lens is a required capability that should be part of the surveillance kit that is assembled and offered. ----- QUESTION 4. MODEL # FOR CAMERA LENS 2000mm AND IS THE TRIPOD SEPARATE? ANSWER 4. A model number is not available, however, the lens should be capable of extended ranges from 1 to 5 miles. The lens is a required capability that should be part of the surveillance kit that is assembled and offered. See note on alternate quotes. ----- QUESTION 5. THE FREQUENCY FOR THE VIDEO TRANSMITTER 2.5ghz or 2.5Mhz (or will 2.4Mhz work)? ANSWER 5. The requirement states 2.5 Ghz. See note on alternate quotes. ----- QUESTION 6. WHAT IS IN AN ACCESSORY CASE? ANSWER 6. Accessory cases offered shall be able to house the accessories that are not stored in the Pelican cases. The type of accessory case would depend on the equipment the offeror is proposing. ----- QUESTION 7. IS THE TRAINING GOING TO BE AT FORT BRAGG. ANSWER 6. The training will be held at Fort Bragg or Camp Mackall North Carolina. ----- NOTE: The Government is requesting a capability and is asking for offeror?s with expertise in the field of electronic and counter surveillance to identify the equipment, assemble a portable kit with appropriate cameras, day and night lenses, tripods, AD/DC power adapters, cables, video equipment, carrying cases, etc. and to provide surveillance training using the equipment provided. Offeror?s are encouraged to provide alternate quotes on equipment and training. All offers will be considered as the Government makes it?s best value decision. DUE DATE: The date for receipt of quotes IS NOT extended. ---- SOLICITATION. -The US Army Special Operations Command, Fort Bragg, North Carolina has a requirement for purchase and delivery of surveillance equipment to include training in accordance with the statement of requirements herein. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes shall reference Request For Quotation number USZA92-03-T-0060. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-15. It is the Contractor?s responsibility to be familiar with all applicable clauses and provisions. Full text clauses and provisions are available at farsite.hill.af.mil. The North American Industry Classification System Code (NAICS) is 423410. Size Standard is 500 employees. This requirement is 100% set aside for small business. STATEMENT OF REQUIREMENT: EQUIPMENT ? TRAINING: Electronic Surveillance and Counter Surveillance Training on the supplied equipment for 15 personnel. Training shall be provided at on a one time basis. Upon completion of training, trainees shall be able to demonstrate an understanding of the principles of the electronic surveillance equipment and an understanding of the principles of electronic counter-surveillance techniques and devices which could be employed by or against the trainee. Trainees shall gain the ability to employ real world tactical employment of a wide range of surveillance devices. Training is expected to take place for three to five consecutive days and shall include hands-on practical exercises. Trainer shall be qualified to train in the use of the equipment as it pertains to Electronic Surveillance and Counter Surveillance. DELIVERY to Fort Bragg, NC. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1, Instructions to Offers-Commercial Items; 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph (a) of the provision: (Award will be made to the responsive, responsible offeror whose quote presents the best value to the Government. The following evaluation factors in descending order of importance will be used to evaluate offers: (1) technical capabilities (2) price (3) delivery and (4) past performance.) 52.212-3, Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Supplement (DFARS) 252.212.7000, Offeror Representations and Certifications-Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their bid. Telephonic questions pertaining to the technical requirement of this solicitation will not be answered. All answers will be provided via an amendment to the solicitation.
