- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Purchase request number F5MWR132060100 is issued as a request for quotes (RFQ). This document incorporates provisions and clauses and provisions that are in effect through Federal Acquisition Circular 2001-15, Effective 25 August 2003. This synopsis/solicitation is set-aside for small businesses only. The NAICS Code for this synopsis/solicitation is 335999 (Size Standard = 500 or less employees). The Government intends to award one (1) contract with one (1) contract line item number (CLIN). THE NATURE OF THIS REQUEST IS TO UPGRADE AND EXPAND EXISTING VIDEO MONITORING SYSTEMS AT TWO (2) SEPARATE YOUTH CENTER FACILITIES LOCATED ON HANSCOM AIR FORCE BASE. CONTRACTOR IS EXPECTED TO PROVIDE THE PRODUCTS & SERVICES FOR ALL OF THE FOLLOWING: a) Removal of SIXTEEN interior cameras b) Removal of FIVE interior monitors c) Supply and install TWELVE ceiling-mount, color cameras for some individual rooms d) Supply and install TWO ceiling-mount, color cameras for some hallway locations e) Supply and install THREE wide view, color cameras f) Supply and install ONE ceiling-concealed, color camera g) Supply and install TWO color cameras for a gymnasium h) Supply and install ONE thirty-five inch (35") color monitor for a control room i) Supply and install FOUR twenty-inch (20") color monitors for a lobby area j) Supply and install ONE twenty-inch (20") color monitor for a front office k) In addition to the inside requirements, FOUR weatherproof, color cameras need supplied and installed on the exterior of the building l) TWO control units for coordinating all the video monitoring system components. It is important that all monitors and cameras have VHS recording capability. Any pricing provided must address any installation, cabling, final system tests, and hardware needed along with the products and services requested. All items must be delivered and installed no later than 60 days after contract award. Delivery and installation at Hanscom AFB, MA 01731. ANY interested vendors SHALL attend a site-visit before submitting a price quote based on FAR 52.237-1, Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The site-visit is scheduled for Wednesday, September 17, 2003. 9 A.M. (Eastern Standard Time). SHARP. Building #1993 at Hanscom Air Force Base in Bedford, Massachusetts. Mark R. Luckritz (Hanscom AFB Contracting Contact) must be notified at least one day in advance to confirm attendance/interest, obtain personnel information for a temporary pass, and to provide directions. If the point of contact does not get notified, no exceptions will be made to get on the base. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors- Commercial. Evaluation/Award will be made to the responsible offeror whose offer is considered to represent the best value to the Government considering technical acceptability, past performance, and price. Technical acceptability and past performance, when combined are significantly more important than price. Offerors are required to submit at least three recent references for evaluation of past performance of same or similar services or items. FAR 52-212-3 Offeror Representations and Certification-Commercial Items (all offerors shall include a completed copy of this provision with their proposal); FAR 52.212-4- Contract Terms and Conditions-Commercial Items; FAR 52.212-5- Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, [in paragraphs (b) and (c) the following clauses apply; FAR 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52-222-36, 52.222-37, 52.232-33]. Also included are DFARS 252.204-7004, 252.225-7002, and 252.212-7001, [in paragraph (b) the following clause(s) apply: 252.225-7001]. DFARS 252.225-7000 applies and must be filled-out and submitted with your quote. All best and final pricing offers are due no later than 3:00 P.M. (Eastern Standard Time) on Friday, September 19, 2003.
