Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. This is a 100% small business set-aside. The associated North American I ndustrial Classification System (NAICS) code for this procurement is 813110 with a small business size standard of $6.0 Million. The Presidio of Monterey's Installation Chaplains Religious Support Program requires the services of a Youth Program Specialis t for a base period of one year and four option years. Contract start date is 01 October 2003. This service falls under the Installation Chaplains Religious Support Program as defined in the Commanders Master Religious Program (CMRP). The mission of the Chaplains Religious Support Program is to provide military religious support activities that meet the religious requirements of soldiers, families, and authorized civilians. The primary goal of the Chaplains Religious Program is to ensure the free exerci se of religion, which is a statutory requirement under USC Title 10. The need for youth ministry as a part of religious education is outlined in AR 165-1. The Youth Ministry program, developed by the Chaplain, meets this need and contributes to the spiri tual well-being of the command by fostering the moral, spiritual, and social development of soldiers and their families. The goal of the Youth Ministry program is to provide youth a basic religious understanding of life events through fellowship activitie s, youth meetings/events, bible studies, retreats, camps and mentoring programs within the community. As an independent non-personal services contractor (or as an employee of a vendor contracted to provide youth ministry services) the YOUTH PROGRAM SPECI ALIST CONTRACTOR is not a member of the Chaplains Staff. DESCRIPTION: The Youth Program Specialist shall provide appropriate opportunities for junior and senior high school students within the community to develop a spiritual framework for daily living. The Youth Program Specialist shall provide weekly youth meetings for junior and senior high youth within the community, recruit volunteers to assist in all youth ministry programs to include community projects, retreats and camps, weekly meetings and mento ring programs. Also performing promotional endeavors, advertising, maintaining adequate records of functions, attendance, and materials needed, projecting the timely supply of needed material and classroom supplies for study events and/or youth meetings c onducting volunteer training and youth leader development classes, and answering community inquiries regarding the community youth ministry activities and outreach programs are all tasks of the contractor. The provision at 52.212-1, Instructions to Offero rs, applies to this acquisition, as well as any addenda to the provision. Provision 52.212-2, Evaluation, is also applicable to this solicitation. Selection will be based on the best value to the Government. Experience, past performance and price are of equal importance. QUALIFICATIONS: Bachelors Degree in the area of youth ministry or any other ministry field from an accredited school or any degree from an accredited college or university with two years of work experience (paid or volunteer) as a Youth Minister, Bible School teacher, Sunday School Superintendent, Director of Religious Education, Christian School teacher or related field. The Contractor or its employees shall possess the ability to communicate effectively with chaplain, volunteers, and Government representatives in English orally and in written format (i.e. advertising and market ing, instructions, invoices, etc.). Effective interaction with individuals from different religious groups is imperative. The ability to speak English clearly and with excellent comprehension is also essential. Phone interviews may be conducted. Offeror s shall submit a minimum of three references (name, contact information, and capacity/length of relationship) along with a copy of their degree, resume, and other applicable documents (e.g. Letters of Recommendation) to support their work experience backgr ound. Offerors shall also include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, with their quote (Hourly Rate: 900 X _______ = ________). Offerors shall quote an hourly rate for each year (Base and 4 option y ears). The total estimated hours per year is 900. The following is a breakdown of the estimated hours per year for each corresponding task. Weekly: Weekly Meetings (156 hours), Chapel Staff Meeting/Coordination (78 hours), and Chapel Worship Service Sup port (150 hours). Monthly: Special Events (72 hours), Conduct Overall Youth Program (72 hours). Quarterly: Annual Budget Preparation for CMRP (20 hours), Community Service Project/Retreat (40 hours). As Required: Compile and Submit Curriculum (14 hours) , Volunteer Training/Management (24 hours), Training Sessions (84 hours), Volunteer Recruitment/Appreciation (18 hours), Mentoring Youth (100 hours), Senior High Youth Trip (36 hours), and Junior High Youth Trip (36 hours). LOCATION OF CLASSES/RELIGIOUS E DUCATION EVENTS: Services rendered under this contract shall provide for youth ministry throughout the military community of the Monterey Peninsula. The contractor shall have access to chapel facilities and any other facilities within the Presidio of Mont erey community that are determined by the Installation Chaplain to be suitable for conducting youth meetings/events. During normal duty hours these facilities will be unlocked. The contractor shall be responsible for reserving space as needed with approp riate chapel staff in any facility used. Arrangement for facility use after normal duty hours or at times other than when weekly religious services are held shall be the sole responsibility of the contractor. If facilities other than the chapels are requ ired, the contractor shall be responsible for making all arrangements in advance. HOURS: Youth meetings and events shall be provided during hours that encourage maximum youth participation. These would normally be evening and weekend hours. Many of the youth and/or volunteers involved in the Youth Program attend either the Presidio of Monterey Chapel or the Ord Military Community Chapel; therefore, participation and attendance at these chapels is expected. Youth meetings/events shall not be scheduled d uring school hours. The contractor may be required to provide services on holidays. The clause at 52.212-4, Contract Terms and Conditions, applies to this acquisition, as well as any addenda to the clause. The clause at 52.212-5, Contract Terms and Cond itions Required to Implement Statutes Or Executive Orders, applies to this acquisition as well. Under clause 52.217-8, the Contracting Officer may exercise the option by written notice to the Contractor within 15 days prior to the contract expiration. Under clause 52.217-9, the Government may extend the term of this contract by written notice to the Contractor within 30 days prior to the expiration of the contract; provided that the Government gives the Contractor a preliminary wri tten notice of its intent to extend at least 60 days before the contract expires. The total duration of this contract including the exercise of any options under this clause, shall not exceed 66 months.
