- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. The solicitation incorporates provisions and clauses are those in effect through Federal Acquisition Circular 01-15. Additional FAR and DFAR clauses are applicable: 52.212-1 Instructions to Offerors--Commercial Items; 52.212-3 Offeror Representations and Certifications - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders - Commercial; 52.217-9 Option To Extend The Term Of The Contract; 252.212-7001 Contract Terms And Conditions Required To Implement Statutes Or Executive Orders Applicable To Defense Acquisitions Of Commercial Items; 252.225-7014 Preference for Domestic Speci alty Metals, Alternate I. Offeror shall include a completed copy of the provisions at 52.212-3 Offerors Representations and Certification - Commercial Items, with their proposal, Reps & Certs are located at http://farsite.hill.af.mil. The Humpreys Engineer Center Support Activity intends to negotiate on a Sole Source basis with SPARKS Companies Incorporated, Suite 300, 889 Ridge Lake Bou levard, Memphis, TN 38102. The purpose is to obtain subscriptions to SCI Transportation Forecast Services. Authority for other than full and opencompetition is provided through FAR 6.302-1. This is a one year contract with four (4) Options to extend the performance of the contract. This acquisition is unrestricted. Standard Industrial Classification (SIC) code is 8744. Small Business size standard is $6M. Please provide your proposal accordingly. Following is the Statement of Work: The vendor, Spar ks Companies, Inc. (SCI), will provide the U.S. Army Corps of Engineers' Institute for Water Resources, the following commercial forecast services on a subscription basis. The forecast services are to be provided for the contract base year (Calendar Year 2003), with an option to renew in each of four succeeding option years. The SCI Agricultural Transportation Forecast Service subscription includes the following products: 1. Transportation Research Quarterly Outlook - Quarterly short-term (one-year) detailed forecast reports for domestic and export barge and rail movements of wheat, feed grains and soybeans, to be provided via electronic mail to the Internet address David.V .Grier@usace.army.mil, with the understanding that such reports may then be shared with Corps of Engineers' Headquarters, Division and District analysts who have a need for grain transportation information. 2. Long -Term Forecast Outlook - Semi-annual long-term (five-year) forecast reports for exports of wheat, feed grains and soybeans, by coastal reach (Atlantic, Center Gulf, Texas Gulf, Pacific Northwest, and Great Lakes), to be provided via electronic mail to the Internet address David.V.Grier@usace.army.mil, with the understanding that such reports may then be shared with Corps of Engineers' Headquarters, Division and District analysts who have a need for grain transportation information. 3. Reports-Monthly and weekly reports on production for corn, wheat and soybeans and for the transportation situation. This acquisition includes Contract Line Item Number CLIN 0001; Subscriptions to SCI Agricultural Transportation Forecast Services for the Base Year in accordance with the attached Scope of Work. CLIN 0002; Subscription to SCI Agricultural and Transpo rtation Services for the OPTION YEAR ONE in accordance with the attached Scope of Work. CLIN 0003; Subscription to SCI Agricultural and Transportation Services for the OPTION YEAR TWO in accordance with the attached Scope of Work. CLIN 0004; Subscription to SCI Agricultural and Transportation Services for the OPTION YEAR THREE in accordance with the attached Scope of Work. CLIN 0005; Subscription to SCI Agricultural and Transportati on Services for OPTION YEAR FOUR in accordance with the attached Scope of Work All offerors will be ineligible for award unless they have registered in DOD's Central Contractor Registration database at www.ccr.gov.
