- The purpose of this Amendment 0001 is to respond to vendor questions received to date. ONLY Firm Fixed Price proposals will be accepted for the CLINS outlined in the synopsis notice posted 11 September 2003. QUESTION: Is there an incumbent on this effort? ANSWER: The Defense Travel System is a new system for this building. Is there an estimate of the level of effort? ANSWER: The Statement of Work (SOW) will provide enough information to quote. QUESTION: Is there any possibility of making this a set aside for a Disabled Veteran Business Enterprize? ANSWER: Not at this time. QUESTION: Is there an incumbent on this effort? If so, who is it and how long have they been supporting this type of work for DLA? ANSWER: See previous answer. QUESTION: Is there an IGE associated with the RFQ? ANSWER: Please review the SOW to determine the number of hours your firm would need too satisfy the tasks outlined therein. QUESTION: NAICS code 541519 is listed in this posting as having a $2.1M size standard. If you could confirm that this is a typo and the number is really $21.0M that would be appreciated. ANSWER: $21.0M is correct. QUESTION: This appears to be full and open competition ? assuming we can demonstrate that our HUBZone certified team is qualified to do this work is there still time to get it limited to HUBZone small business only as described in FAR 19.13? ANSWER: In accordance with FAR 19.1305(b)(1), at the time of issuing the solicitation it was not anticipated that two or more HUBZone small business concerns would be able to bid on this solicitation. In accordance with FAR 19.1307(a)(1), no preference will be given in acquisitions expected to be less than or equal to the simplified acquisition threshold which is $5,000,000 for commercial items. Offers are due no later than 22 September 2003, 2:00 p.m. Eastern Daylight Time, and may be delivered to the Andrew T. McNamara Headquarters Complex, 8725 John J.
