- NASA/JSC has a requirement for a Precision Spherical Dipole Source (PSDS) bundled system. The PSDS Bundled System comprises two separate spherical dipoles, one effective over the frequency range of 15 kHz to 50 MHz, and the other from 10 MHz to 2.5 GHz, a Spherical Dipole Control Unit; a 15 meter duplex fiber optic patch cable, 4 removable rechargeable NiMH batteries, a wall-mount power supply for battery charging, a Precision Spherical Dipole Source mounting stand, a user's manual, and a carrying case. The unique features of this system are battery operation, fiber optic isolation, the spherical shape of the radiator, and the repeatability of the radiated field, equal to or better than 0.5 dB over extended time, independent of battery charge state. NASA/JSC intends to purchase the items from Applied Electromagnetic Technology (AET), LLC, P.O. Box 1437 Solomons, Maryland 20688-1437 in accordance with Federal Acquisition Regulation 6.302-1(a)(2). The PSDS system is exclusively available from and will be manufactured by AET. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 17, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
