Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation # 09-3K06-04 is issued as a Request for Quotations (RFQ). This acquisition is an open market acquisition. The North American Industry Classification System (NAICS) code for this acquisition is 721110. The contractor shall provide hotel accommodations and services for the USDA/Agricultural Research Service?s National Scientific Leadership Conference in New Orleans, Louisiana for the dates covering January 19-23, 2004. Basic overall requirements are as follows: 1. The facility shall provide meeting and lodging space to accommodate approximately 800 persons in plenary and breakout sessions; 2. The facility shall be within 30 minutes travel time from the local airport and within walking distance to mass transit; and 3. The facility shall have sufficient restaurant space to accommodate attendees during meals. Hotel room accommodation requirements (+-5%) are as follows: 1. January 19, 2004: 60 rooms; 2. January 20 & 24,2004: 730 rooms; and 3. January 21, 2004: 780 rooms. Hotel meeting and display requirements are as follows: 1. Session space for three (3) meetings on January 20, 2004 for approximately 30 people. Meeting space is to be in ?hollow square? arrangement; 2. Session space fro morning meeting for January 22, 2004 and for afternoon meetings for January 20 & 21, 2004 to accommodate approximately 800 persons. Meeting space is to be in ?classroom style? arrangement; 3. Session space for 10 daily breakout sessions for approximately 100 persons per session for January 21 - 23, 2004. Meeting space is to be in ?theatre style? arrangement; 4. Display space for up to 100 displays, sized 5'x9' for the evening of January 20, 2004 through the morning of January 23, 2004; 5. Hallway space or other prominent location for approximately 8-10 similarly sized (5'x9') displays for the entire conference performance period; 6. Space near or common to the session areas/facilities for registration activities; 7. One (1) room for ?office space? that will accommodate a staff of 15, 3 computers, easels, and other Government-furnished equipment, available 24 hours daily and can be secured. The Government requires the sessions and other space requirements to be located within close proximity of each other. Concession requirements are as follows: 1. One (1) lunch for approximately 750 - 800 persons for January 21, 2004. The luncheon requires speaker accommodations; 2. One (1) lunch for approximately 800 - 840 persons for January 22, 2004. The luncheon requires speaker accommodations and stage space to accommodate dignitaries. The luncheon shall also accommodate a formal award ceremony; 3. Coffee service for the mornings of January 21 - 23, 2004 for approximately 750 - 800 persons; and 4. Break/snack service for the afternoons of January 21 & 22, 2004 evening receptions. Optional services to include: 1. Continental breakfast for the mornings of January 21 - 23, 2004 for approximately 750 - 800 persons ; and 2. Audio-Visual (AV) service for a simultaneous WEB Conference. The optional WEB Conference requirements include: a. Ten (10) video cameras; b. Three (3) media servers; c. Two (2) T-1 or partial T-3 lines for streaming media content; d. Extra large screen for plenary session room and for luncheon rooms; e. Small screens and computer projectors for session spaces; f. Microphones for plenary session space to include up to 4 for audience participation and a lapel microphone for speakers; g. Microphones for other session spaces to include table microphones for panel speakers and microphone(s) for audience participation. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations (FAR) Circular 01-15. Terms and conditions applicable to this solicitation are FAR 52.212-1, Instructions to Offerors - Commercial Items-Jul 2002; 52.212-2, Evaluation-Commercial Items-Jan 1999; 52.212-3, Offeror Representations and Certifications-Commercial Items-Jul 2002. Offerors must include a completed copy of this provision with their offer; 52.212-4, Contract Terms and Conditions-Commercial Items-Feb 2002; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items-May 2002. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-3, Affirmative Action for Disabled Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-41, Service Contract Act of 1965, As Amended; FAR 52.222-42, Statement of Equivalent Rates for Federal Hires. The contract will be subject to the Department of Labor?s prevailing Service Contract Act wage determination. A copy of the wage determination may be obtained from the Contracting Officer.
